The Building and Grounds

The BOP reports that as of the audit, USP Big Sandy was operating at approximately 29% over its designed capacity of 948. The designed capacity for the satellite camp is 128, with an actual population of 58 at the time of the audit.

Distinction from FCI Big Sandy

This is a common point of confusion. Two separate BOP facilities in eastern Kentucky share the “Big Sandy” name:

  • USP Big Sandy (code BSY): High-security penitentiary at 1197 Airport Road, Inez, KY 41224.
  • FCI Big Sandy (code BSF): Medium-security correctional institution at a separate address.

Programs Available to Inmates

Despite being a high-security facility, USP Big Sandy offers a range of programs:

Drug treatment: The Challenge Program is the residential drug and mental health treatment option at BOP penitentiaries. It is an intensive, structured residential program for inmates with substance abuse or mental health needs. Participants are housed separately from the general population in a dedicated unit. Inmates can volunteer at any time by submitting a request to their unit team.

Note: The traditional RDAP (Residential Drug Abuse Program), which offers up to 12 months of sentence reduction for eligible non-violent offenders, is primarily available at lower-security BOP facilities. The Challenge Program at high-security USPs is a separate program with different eligibility and sentence reduction considerations.

Recreation: Recreation programs are available within the facility. Access to recreation is governed by the Zimmer Amendment, which restricts certain media (R/X/NC-17 movies, martial arts instruction, body-building programming) at all federal prisons.

ACA Accreditation and PREA Compliance

USP Big Sandy is ACA (American Correctional Association) accredited. The facility passed its February 2025 PREA (Prison Rape Elimination Act) audit with no standards found not met across all 44 applicable standards, and exceeded the requirements of one standard.
