Ulster County Jail Inmate Search

Three custody facilities share this county or its name, and only one of them is the jail in Kingston. Start with the search below.

Overview

The search itself is one of the better county tools in New York. The hard part at Ulster is not finding a record, it is making sure you are looking for the right building, because three custody facilities are tangled up in this county’s name and two of them answer to a completely different agency.

Quick Facts

  • 1 The Sheriff hosts a searchable list with a name box
  • 2 Records carry an inmate ID number
  • 3 They show height, weight, gender and race
  • 4 They include a booking photograph
  • 5 The statewide notification service sits alongside it
  • 6 The jail is at 380 Boulevard, Kingston, on 845-340-3644
  • 7 Two state prisons in Napanoch carry Ulster names

Three Facilities, and Only One Is This One

Ulster Correctional Facility is not the Ulster County Jail. It is a state prison about 25 miles southwest in Napanoch, run by a different agency, with its own mailing box, its own visiting rules and its own phone system. Eastern NY Correctional Facility is the second state prison in the same village.

The short version: a recent arrest in Ulster County means the jail in Kingston. A state prison sentence means Napanoch, and the person will usually have been moved there from somewhere else entirely. This county search won’t find them there. Our Ulster Correctional Facility inmate lookup and Eastern NY inmate lookup cover the state search.

Mail, money and visits sent to one do not reach the other.

The Search Itself

The Sheriff hosts an Incarcerated Individuals Search with a plain Type to Search box and a filter beside it.

A record returns the person’s name in surname-first form, the date, their inmate ID number, and a physical description covering height, weight, gender and race. It also carries a booking photograph, which most New York county tools do not publish at all.

The page pairs that with the statewide custody notification service, so both routes sit in one place.

Write the ID Number Down

The number on that record is worth capturing the first time you find it, because you will be asked for it more than once.

You need an inmate ID number for every commissary deposit. Bail asks for an ICN number. And the desk officer will give you either on 845-340-3644 if the search does not.

What Kind of Jail It Is

The facility is licensed for 458 people, and held an average of 186 through 2025, so it runs at around 40 percent of its licensed capacity. The population has fallen 26 percent since 2016.

You will also see it called the Ulster County Law Enforcement Center, which is the name the county comptroller uses. Same building.

Because it is a county jail, most people in it are awaiting trial or serving a short sentence, and the population turns over quickly, so a result here goes stale faster than one at a state prison.

Find Out Which Pod They Are In

One question specific to Ulster, and it is the most useful thing you can ask.

Visits here are scheduled by housing pod, and each pod visits twice a week on a published rotation. Until you know the pod letter, you cannot work out which day is yours.

Ask for it on the same call as the ID number.

When the Arrest Was Hours Ago

Nothing online helps yet. A booking has to be finished before any record exists, and somebody picked up this evening may still be with the arresting agency.

Give it a few hours, then ring 845-340-3644. Once you know where they are, Pigeonly can get a letter and photos moving to Kingston the same day.

6 of 7 questions

Q

Is there an Ulster County inmate search online?

Yes. The Sheriff's Office hosts an Incarcerated Individuals Search with a name box, and a record returns the inmate ID number, height, weight, gender, race and a booking photograph. That is better than most county tools in New York.

Inmate Search
Q

Does it show mugshots?

Yes. Records on the Sheriff's own search carry a booking photograph, which most New York counties do not publish at all. Any photo you see elsewhere claiming to be from Ulster should still be checked against the county's own tool.

Inmate Search
Q

Is Ulster Correctional Facility the same as the Ulster County Jail?

No, and this is the most common mistake here. Ulster Correctional Facility is a New York State prison at 750 Berme Road in Napanoch, about 25 miles away, run by a different agency with its own mailing box and its own rules. The county jail is at 380 Boulevard in Kingston.

Inmate Search
Q

What is Eastern NY Correctional Facility?

A second New York State prison, also in Napanoch, in the same county as the jail. It is maximum security and again has nothing to do with the Sheriff's facility in Kingston. Two state prisons and one county jail sharing a county is what makes Ulster confusing.

Inmate Search
Q

What should I ask for when I call?

Two things. Their inmate ID number, which you need for every deposit, and which housing pod they are in, which is what tells you your visiting day. Both come from the desk officer on 845-340-3644.

Inmate Search
Q

How many people are held there?

The jail is licensed for 458 and held an average of 186 through 2025, so about 40 percent of capacity. The population has dropped 26 percent since 2016.

Inmate Search
Q

Why do some sources call it the Law Enforcement Center?

Because the county comptroller uses Ulster County Law Enforcement Center while the Sheriff and the state use Ulster County Jail. Same building at 380 Boulevard, two names in official use.
