Step 1. Get on the Approved Visitor List
Before you can schedule anything, the inmate has to add you to their approved visitor list. This isn’t something you can request directly from the facility, it’s initiated by the inmate through their counselor. If you’re unsure whether you’ve been added, ask the inmate directly, since staff generally can’t confirm visitor-list status over the phone.
Step 2. Register in the Online IVS System
Once you’re on the list, create an account in PA DOC’s Inmate Visitation System at inmatevisitation.cor.pa.gov, verified through Keystone Login (Pennsylvania’s state identity system). There’s no separate paper application for adult visitors, the online registration is the process. PA DOC publishes a step-by-step Visitor Guide PDF if you need help getting through it. Only create one account, ever, if you forget your password later, reset it instead of registering again, since a second account can delay your approval. Enter your name, date of birth, and address exactly as they’d appear on your ID, since this is what gets checked against the inmate’s approved visitor list, and a mismatch can hold up scheduling. If you’re already approved for a different inmate at another PA DOC facility, you don’t need a second account, just add the new inmate to your existing one. The Keystone Help Desk can only help with login issues, not visitation-specific questions, call the facility for anything related to your visit itself.
Step 3. Schedule Your Visit
Book your visit through IVS, choosing between an in-person or video visit. In-person visits are guaranteed at least 1 hour, video visits at least 45 minutes. General population inmates can receive up to 4 in-person visits a month (at least 1 on a weekend) and up to 6 video visits a month (at least 1 on a weekend).
The 3-to-60-Day Scheduling Window
PA DOC’s Inmate Visitation System has a hard window for booking: you must schedule at least 3 days before the visit, and you can’t book more than 60 days out. Breaking down the monthly quota further, a general population inmate can typically get 2 weekday video visits plus 1 weekend video visit (up to 6 total), and 1 weekday contact visit plus 1 weekend contact visit (up to 4 total). If no timeslots show up when you pick a date, it usually means the inmate has already used their quota for that period, their housing unit doesn’t have visiting hours that day, or every slot is already booked, try a different date rather than assuming something is wrong.
SCI Dallas’s Specific Hours Aren’t Published Online
PA DOC doesn’t post SCI Dallas’s actual day-by-day visiting hours on its website. Visit availability is generated through the IVS scheduling calendar once you’re registered, and it may vary depending on which of the facility’s 17 housing units the inmate is assigned to. Call the facility directly at (570) 675-1101 to ask about current scheduling windows before you finalize travel plans.
Video Visits Run Through Zoom
Video visits are free and run through Zoom, either by logging into your IVS account and selecting the video call link, clicking the link emailed to you, or opening the Zoom app directly with the meeting ID and password from your confirmation email. Join no more than 3 to 5 minutes before your scheduled time, and hang up promptly when it ends since visits are scheduled back to back. You need both a working camera and microphone for a full two-way visit, a device with only a microphone lets you see and hear the inmate but they won’t see you, and a device with only a camera works the opposite way. Video visits with anyone other than an attorney are recorded and subject to review, attorney video visits are not recorded. Three-way calls or bringing in additional unapproved participants during a video visit isn’t allowed.
Canceling or Rescheduling a Visit
Cancel through IVS at least 3 days ahead of the scheduled time if you can’t make it. If the facility has to cancel your visit instead, you’ll get an automatic email, there’s no need to call and ask why, since operational needs sometimes require it. Common reasons include the inmate declining the visit, a housing status change, or a transfer, check PA DOC’s inmate locator if you suspect the person has moved. Only the visit host (the person who booked it) can change or cancel it through their account.## Minors Need a Signed DC-313 Form
Children can visit, but a parent or legal guardian must sign form DC-313 (or DC-313A for extended arrangements), which also requires a signature from the inmate’s counselor or unit manager. The incarcerated parent cannot sign this form themselves. Children age 5 and under may sit on the inmate’s lap during the visit, and specific baby items like food, formula, and diapers are allowed.
ID and Dress Code Requirements
Every visitor, regardless of age, needs 1 photo ID or 2 non-photo forms of ID. Expired IDs and photocopies aren’t accepted. Dress code, under DOC policy DC-ADM 812, prohibits shorts, mini-skirts, sleeveless or tank tops, leggings or spandex, see-through clothing, hoods, and bathing suits. Coats and jackets aren’t allowed inside, except blazers or cardigans. Underwire bras are discouraged since they can trigger the metal detector. Backpacks, wallets, and purses generally aren’t permitted in the visiting room. Violating the dress code can get a visit terminated and put future visits at risk.
Security Screening
All visitors and vehicles are subject to search. You’ll pass through a metal detector, and vehicles must be locked with windows up while parked on facility grounds. Cell phones are strictly prohibited inside every PA state correctional institution, leave yours in the car.
Getting to SCI Dallas Without a Car
If you don’t drive, several third-party transportation companies run rides specifically for families visiting PA DOC facilities, with door-to-door pickup in some cases. PA DOC lists current providers and their coverage areas on its transportation services page at pa.gov/agencies/cor/find-or-contact-inmate/transportation-services, contact a provider directly for routes, schedules, and cost since PA DOC doesn’t set or publish their pricing.
Who Can’t Visit
PA DOC restricts certain categories of visitors unless they get central-office pre-approval: former inmates, people currently on probation or parole, current or former DOC employees or contractors, crime victims connected to the inmate’s case, and anyone with an active Protection From Abuse (PFA) order.
If You Have Other Questions
Call SCI Dallas directly at (570) 675-1101 for facility-specific scheduling questions, or check PA DOC’s Inmate Visitation page at pa.gov/agencies/cor/find-or-contact-inmate/inmate-visitation for the full statewide policy.
Religious and Professional Visits
Clergy and spiritual advisor visits require pre-approval under DOC policy. If a religious head covering needs to come off for identification, a female staff member handles it in a private area, not in front of other visitors.
Attorneys, legislators, law enforcement, Children and Youth Services workers, victim advocates, and PA Prison Society representatives all count as professional visitors, a separate category from personal visitors and not handled through the online IVS system. To schedule one, call SCI Dallas directly at (570) 675-1101 and ask for the Superintendent’s Assistant. If it’s your first professional visit at any PA DOC facility, the Superintendent’s Assistant adds you to the system with your name, agency, category, email address, and agency address and phone number, this registration carries over to every other PA DOC facility, so it’s a one-time setup. Professional visits are conducted by video only, through the same Zoom-based system as personal video visits, and you can join up to 5 minutes before the scheduled time. To cancel, call the Superintendent’s Assistant back as far in advance as possible.
Parking and Arriving On Site
Park in the visitor lot and lock your vehicle before heading in, PA DOC requires all visitor vehicles to stay locked with windows up while you’re inside, and every vehicle on the property is subject to search. There’s no indoor waiting area for anyone who isn’t visiting, so don’t bring someone along who plans to just wait for you in the lobby.
Medical Needs and Accessibility
If you take medication you might need during the visit, like an inhaler or insulin, tell staff about it before you go through screening. Visitors with orthopedic hardware (pins, plates, joint replacements) should bring a card or note from their doctor to speed up the metal-detector process. Service animals are allowed in the visiting room. For accessibility accommodations beyond these, PA DOC’s statewide ADA coordinator can be reached at [email protected].
If the Inmate Is in Restricted Housing
Visit frequency drops sharply in restricted housing. An inmate in Disciplinary Custody within the Restricted Housing Unit is limited to 1 video visit per month, while an inmate in Administrative Custody within the RHU can get 1 video visit per week. Other statuses, like a medical hold or cell restriction, can also affect whether a visit is available. PA DOC doesn’t publish whether SCI Dallas’s specific holiday schedule changes, so call (570) 675-1101 before a holiday trip or if you haven’t heard from the inmate recently, so you’re not caught off guard.
Visitor Conduct and Early Termination
Visits run under DOC-wide conduct rules. Any violation, this covers things like passing contraband, physical contact beyond a brief greeting hug, or disruptive behavior, can end the visit on the spot and lead to a suspension of future visiting privileges. Staff have final say over what counts as a violation during the visit itself.
