Hughes Unit Visiting Hours. Video Starts an Hour Early

Video Visits Open at 7:00 AM

The Texas Department of Criminal Justice (TDCJ) publishes visiting hours unit by unit on its Unit Visitation Schedule. The Hughes row, read on August 29, 2026:

That last row is the one worth planning around. Hughes opens video and tablet visits a full hour before anything else starts, on both days. Statewide, 28 units carry that earlier window, and the rest begin all four visit types together at 8:00 AM.

If getting to Gatesville is hard, that extra hour is real. It is also the slot least likely to be busy.

One column name causes more trouble than the rest. TDCJ’s own visitation rules state that general visits “are also referred to as non-contact and regular visits.” So Regular does not mean an ordinary contact visit. It means a visit through a barrier. Contact is the type that allows physical contact. Restricted is tighter again. TDCJ does not define it in its published rules, so ask the visiting sergeant on (254) 865-6663 which type applies to him.

There is no weekday visiting here. TDCJ’s rules let the CID director expand visiting days to include Mondays, Wednesdays or Fridays at units he designates. Only Bill Clements still carries that expansion in TDCJ’s unit directory, and there the weekday block covers video visits only. Any page giving Hughes weekday afternoon slots has read the policy clause as though it were a schedule.

The Other Five Gatesville Units Don’t Run These Hours

Six TDCJ prisons sit in and around Gatesville, and they run five different schedules between them. Knowing which unit he is in changes what time you can be there. All of the following was read from the same schedule on August 29, 2026:

• Hughes, Murray and Woodman open video and tablet visits at 7:00 AM.
• Crain offers no portal video visits at all. The cell is empty, not late.
• O’Daniel starts Restricted visits at 8:30 AM, and it is the only Gatesville unit carrying death row hours, on Tuesday and Thursday afternoons and Saturday evenings.
• Hilltop runs the standard 8:00 AM to 5:30 PM across every type.

So a schedule copied from another Gatesville unit will be wrong more often than it is right, and a family visiting two people in the same town cannot assume one trip covers both.

Getting on the Visitors List Is His Job, Not Yours

This is the single most common misunderstanding about TDCJ visiting, and it is worth getting right before you plan a trip.

The Visitors List is built by the incarcerated person. TDCJ’s rules say so directly: the inmate, and not a visitor, must request that someone be added, and a visitor cannot request to be placed on a list. The only exception is a court-appointed guardian.

• He submits up to 10 names on Form RO-1, Request for Placement on Visitors List, with each person’s physical address, phone number and relationship.
• The warden or a designee approves or denies each name.
• At a unit like Hughes the list can be changed once every six months. Corrections to an entry already on it, such as a new address, can be made at any time without restarting that clock.
• TDCJ does not publish Form RO-1 as a downloadable PDF, so there is nothing for you to fill in or send. He gets the form from unit staff.
• No general visits happen until the list has been processed.

If you are removed from a list, that decision can be appealed in writing to the Director’s Review Committee, PO Box 99, Huntsville, TX 77342, within 14 days of the written notice.

Booking Through the Portal

The Visitors List and the visitation portal are two separate things, and treating them as one is why families arrive believing they are approved when they are not. The portal account books visits. It does not put you on the list.

Setting it up: create an account with a valid email address, confirm with the key TDCJ emails you, answer the background questions, complete your profile, then add him by TDCJ number or SID number, choose your relationship and select Request Approval. The relationship sits in Pending Approval until the unit clears it. The portal is open to residents of the United States, Canada and Mexico.

Visits are arranged through the portal or the warden’s office between 8:00 AM and 5:00 PM, at least one day and no more than seven days ahead. Visiting cycles run Monday to Sunday and normally allow one visit per cycle.

At the Gate: ID, Dress and What You Can Carry In

• ID. Everyone 18 and over needs a government photo ID showing a current physical address.
• How many. Two adults 18 or over per visit. Children 17 and under do not count toward that.
• Dress code. Nothing tight, revealing or see-through. Sleeveless tops are fine if shoulders are covered. Shorts and skirts must be no shorter than three inches above mid-knee. Open-toe shoes are permitted. The duty warden has the final say at the gate, so err conservative.
• Money. Up to $35 in coins, or a card, for the vending machines. Bills are not accepted.

Children, Long Journeys and Special Visits

TDCJ publishes several accommodations that most competing guides leave out:

• Visitors coming more than 250 miles one way can be granted an extended visit of up to four hours, at the warden’s discretion.
• Long-distance special visits can run up to eight hours in total, spread across two consecutive days.
• Hardship visits allow 16 and 17 year olds to visit a parent or guardian unaccompanied.
• Split visits can be taken in one or two hour increments with four adults in total, requested at check-in, not booked in advance.
• Video visits are capped at one 60-minute session per month, through Securus Technologies at $10 or free at a tablet kiosk.

TDCJ also runs an Ombudsman Visitation Hotline on (936) 437-4927, toll-free on (844) 476-1289, staffed 8:00 AM to 5:00 PM on Saturdays and Sundays. If something goes wrong at the gate on a visiting day, that line is staffed while you are standing there. Almost nobody else publishes it.

There is no visitation handbook or visitor application form specific to Hughes. TDCJ does not publish per-unit handbooks at all, and the statewide I-218 rules linked below are the governing document.
