Photos are not allowed in the mail at all: an envelope containing a photo is returned to the sender along with everything else in it.

How the Centralized Mail System Works

Letters sent to the Phoenix, Maryland address are opened, scanned, and the scanned image is delivered to the person electronically. It is not handed over as a physical letter.
