How Phone Calls Work at Bay CF
Bay Correctional Facility uses ConnectNetwork/AdvancePay for all inmate phone calls. Inmates access phones in their housing units during scheduled call times. You cannot call the inmate directly. The inmate dials your number from the facility phone.
When the inmate calls, you will hear a recorded announcement identifying the call as coming from a Florida correctional facility. You can accept or decline the call. Your number must be on the inmate’s approved contact list before they can call you.
Setting Up a ConnectNetwork Account
Go to web.ConnectNetwork.com/Get-Started-FDC and create a free account. This is the recommended setup before the inmate places their first call.
Once registered, add the inmate to your contact list using their DC number and facility name. Add a payment method to fund the account. When the inmate calls your number, the cost comes out of your ConnectNetwork balance.

Three Ways to Pay for Calls
Advance Pay (recommended): You deposit money into a Friends and Family account on ConnectNetwork. When the inmate calls, charges come out of your prepaid balance. You control the spending and can set up low-balance alerts by text. This is the most cost-effective option.
AdvancePay PIN Debit: You fund the inmate’s personal calling account instead of your own. The inmate uses this balance to call multiple approved numbers, giving them more control over who they call.
Collect: Charges go to your landline phone bill. Most cell phones do not accept collect calls, so this option is rarely practical for families.

How to Add Funds to Your ConnectNetwork Account
There are several ways to fund your account:
- Online at web.ConnectNetwork.com/Get-Started-FDC by credit or debit card
- By phone at (866) 732-9098
- By mail with a check or money order, using the mailing address ConnectNetwork provides during account setup
- At participating retail locations, if any are confirmed for this account type. Start the payment online first, then complete it in store.
Important Rules
All calls are monitored and recorded by FDOC, except calls to an attorney of record. Do not discuss the inmate’s pending legal matters, court dates, or case strategy during a phone call, since those conversations can be used in court.
If a call drops or the inmate cannot reach you, there may be a long line for facility phones, a lockdown, or a disruption in the housing unit. Keep a regular calling schedule so the inmate knows when you are available.
Do not share your ConnectNetwork login with the inmate. The account is for the person on the outside. The inmate manages their own calling from the facility side.
What’s Not Allowed
Do not attempt to fund an unapproved number’s account, coordinate contraband or rule violations during a monitored call, or use a call to threaten or harass another person. Violations can lead to suspension of phone privileges for the inmate and, in serious cases, criminal charges.
Attorney Calls
Calls to an attorney of record are the main exception to call monitoring. If you are not sure whether a specific number qualifies for this exception, ask the inmate’s attorney to confirm the arrangement with the facility directly.
International Calls
International calling availability and rates were not confirmed for Bay CF during research. Call (866) 732-9098 to ask whether ConnectNetwork supports international numbers from this facility and what the per-minute rate would be.
Troubleshooting a Missed or Failed Call
If the inmate cannot reach you or a call drops:
- Confirm your number is on the inmate’s approved contact list.
- Check your ConnectNetwork prepaid balance to make sure funds are available.
- Ask the inmate whether the facility was in a lockdown or count time that limited phone access.
- Call (866) 732-9098 if you believe the issue is with your account and not a facility-side limitation.
