Put your full return address in the upper left corner of every envelope. Mail without a return address may be destroyed if it is rejected, because there is no way to send it back.

Envelope Requirements

Standard white envelopes in letter or legal size are the safest choice. The following are not accepted at most Louisiana correctional facilities:

• Colored envelopes
• Padded or bubble-lined envelopes
• Envelopes with glitter, stickers, decorative tape, or wax seals on the outside
• Envelopes with scented paper or scratch-and-sniff elements
• Pre-printed design envelopes with bold patterns

If in doubt, use a plain white envelope from a standard office supply pack.

Writing Letters

Letters may contain personal content. The following rules apply at Louisiana correctional facilities:

• No staples or paper clips
• No cash, stamps, money orders, gift cards, or anything with financial value inside the envelope. These are contraband.
• No content describing or planning criminal activity
• No gang-related content, coded language, or material intended to incite violence
• No sexually explicit material

Staff inspect all incoming mail before it reaches the person inside. The review is for security content, not personal communication. You can write about family, work, daily life, and personal feelings. Just do not include prohibited items or prohibited content.

Photos: What Is Accepted

Standard 4x6 prints on photo paper are generally accepted at Louisiana parish jails. Send photos inside the same envelope as your letter or in a separate plain white envelope.

Accepted:

• Standard 4x6 prints on photo paper
• Family photos, pets, children, everyday life images
• Write the person’s name and offender ID on the back of each photo

Not accepted:

• Polaroid photos
• Photos printed on regular printer paper (must be photo paper)
• Photos with nudity or sexually explicit content
• Photos showing weapons, violence, or gang imagery
• Photos of other incarcerated people
• Laminated or coated photos
• Photos with stickers or embellishments

Books and Publications

Books must be new and shipped directly from a publisher, bookstore, or online retailer. Do not send books from your home address, even if the book is new and you just bought it.

• Order from Amazon, Barnes & Noble, or directly from the publisher
• Ship to the person’s full name and offender ID at the 327 Industrial Drive address
• Paperback books are generally preferred
• Used books may not be accepted
• Books with enclosed CDs, DVDs, or media inserts may be rejected

Magazines must come directly from the publisher by subscription. If you want to subscribe a person to a magazine, purchase a gift subscription through the publisher and have it sent to the facility address.

Legal Mail

Legal mail receives special handling at correctional facilities. Mark the outside of the envelope clearly:

Legal mail from an attorney, a court, or a government agency is opened in the presence of the person, not inspected by staff beforehand. This protects attorney-client privilege and court communication rights.

Use certified mail with return receipt if you need confirmation that the mail was received by the facility.

What Happens to Rejected Mail

Mail can be rejected for any of the following:

• Missing or incomplete address (no offender ID, wrong name)
• Prohibited items inside (cash, stamps, contraband)
• Content that violates facility policy
• Non-compliant envelope

When mail is rejected:

• Mail with a valid return address is returned to the sender
• Mail without a return address may be destroyed
• Prohibited items like cash may be confiscated and not returned
• Repeated violations can result in the person’s incoming mail privileges being suspended

Processing and Delivery Time

Allow transit time from your location plus several business days for mail inspection and delivery inside the facility. First-class postage is the standard choice for letters. There is no way to speed up internal processing by using overnight shipping. Mail is inspected on the facility’s schedule.

What Not to Send

These are prohibited in all incoming mail at Jackson Parish Correctional Center:
