Ouachita Correctional Center made a major policy change in November 2022. Non-legal regular mail is no longer processed on-site. Instead, letters and photos are converted to digital format and delivered to the inmate electronically. To send regular mail, address it to P.O. Box 247, Phoenix, MD 21131. Include the inmate’s full name and ID, plus your full name and physical address. Books must be new paperbacks from a bookstore or publisher. No used books, no hardcovers, and no more than two books per shipment.
As of November 21, 2022, Ouachita Correctional Center no longer opens and delivers regular non-legal mail on-site. The facility works with a third-party service to convert physical letters and photos into digital pages for inmates to read on secure terminals.

Include all four parts: facility name and state, inmate name, inmate ID, and the P.O. Box. Missing information causes delays or rejection.

Best practice: send simple, full-family photos of everyday life. Those almost always pass.
OCC accepts a limited number of books because space is tight.
The easiest option is to order from Amazon and have it shipped directly to the inmate at the Phoenix address using the format above.
Subscriptions only. Non-subscription issues are rejected. Subscription cards, posters larger than 8.5 by 11 inches, and cologne or perfume samples will be removed before delivery.
