How Calling Works at Foothills

Calls at Foothills are outbound only. The person inside uses facility phones or their tablet to call approved numbers. You cannot dial into the facility and ask to speak with someone. Your job is to make sure your number is set up and funded before they call.

Setting Up AdvancePay

AdvancePay is the prepaid calling account system through ConnectNetwork. When you set up AdvancePay:

1. Go to ConnectNetwork.com or call 800-483-8314.
2. Create an account or log in.
3. Add your phone number.
4. Put money on the account.

When the person at Foothills calls your number, the call draws from your AdvancePay balance. If the balance runs out, the call will not connect. Keep money on the account so you do not miss calls.

The rate is $0.10 per minute for both local and long-distance calls. Each call is capped at 15 minutes. A 15-minute call costs $1.50 before any applicable fees.

PIN Debit Option

The person inside can also pay for calls from their own trust fund account using PIN Debit. This means calls still go through ConnectNetwork, but the person’s commissary money pays for them instead of your AdvancePay account. Both accounts can be funded through ConnectNetwork deposits.

Calling from Tablets

Inmates at Foothills have access to ViaPath/GTL tablets. These tablets support:

• Voice calls through ConnectNetwork
• Text messaging through the GTL platform
• Video visits through the Getting Out Visits app

Tablet calls and messages go through the same ConnectNetwork system. Your AdvancePay account works for tablet calls too.

Video Visits Through Getting Out

Video visits at Foothills run through the Getting Out Visits app, a ViaPath/GTL service. To set up video visits:

1. Download the Getting Out app from GettingOut.com or gtlconnect.com.
2. Create a free account.
3. Add the person at Foothills to your contacts.
4. Schedule or request an on-demand visit.

Video visits happen on the person’s tablet. This is a good option if you live far from Morganton and cannot visit in person. Check the Getting Out app for current pricing on video visits.

Are Calls Monitored?

Yes. All phone calls at Foothills are monitored and recorded. This is standard for NC DAC state prisons. Do not discuss anything sensitive or confidential on a regular facility phone call. Attorney-client calls are handled differently. Speak with the facility if you need information about privileged communication.

If Calls Are Not Going Through

Check the following:

• Your phone number is correctly listed in your ConnectNetwork account.
• Your AdvancePay balance is above zero.
• Your carrier is not blocking calls from correctional facilities. Some carriers block these calls by default. Call your carrier to ask about unblocking.
• The person’s account is in good standing.

Blocked Numbers

If a number has been removed from the approved call list, the person inside cannot call it. Contact the facility at (828) 475-7600 if there is a question about why a specific number is not working.

International Calls

If you are outside the United States, contact ConnectNetwork at 800-483-8314 to ask whether international calling is available and what the rates are.
