How Calls Work at Franklin CC
The person inside uses a facility phone to dial your number through the ViaPath/GTL system. Calls are outbound only: they call you, you do not call them. When the call connects, you will hear a recorded prompt identifying the call as coming from a North Carolina correctional facility and asking you to accept. Press or say the appropriate key to accept.
If your number is not set up with AdvancePay, the call may be billed as collect. Setting up AdvancePay in advance avoids any confusion and ensures the call connects smoothly.
Step 1: Create a ConnectNetwork Account
Go to connectnetwork.com and create a free account. You will need an email address and a password. This account also manages trust fund deposits, so if you have already set one up to send money, use the same account.
Step 2: Add Your Phone Number
Once logged in, add the phone number you want to receive calls on. ViaPath may verify your number by sending a code. The number must be a valid U.S. number. Cell phones, landlines, and VoIP numbers are all accepted, but some VoIP services have connectivity issues. If you have trouble, try a cell number.
Step 3: Fund Your AdvancePay Account
Add funds to your AdvancePay balance at connectnetwork.com or by calling 800-483-8314. When the person calls your number, the cost of the call ($0.10 per minute, up to $1.50 for a 15-minute call) comes off your AdvancePay balance. If your balance runs out, the call may be dropped or not connect.
Keep your balance topped up so calls do not get cut off unexpectedly.

Rates are the same regardless of whether you are in state or out of state. The $0.10 per minute federal cap applies to all interstate calls from correctional facilities.
Video Visits Through GettingOut
If you want face-to-face contact beyond phone calls, video visits are available through the GettingOut Visits app (ViaPath/GTL). Download the GettingOut Visits app on your phone or tablet, or visit sso.gtlconnect.com on a computer. You must be on the person’s approved visitor list to use video visits.
Video visits can be scheduled in advance or requested on demand, depending on facility availability. Video visits are a good option when traveling in person is not possible.
What Numbers Can Be Called
The person inside can call approved numbers only. Numbers may need to be added to an approved call list maintained by the facility. If calls to your number are not going through even after you have set up AdvancePay, check with the person inside to confirm your number is on their approved list.
Numbers that cannot receive calls: facility phones, numbers blocked by ViaPath, or any number flagged by the facility.
How Calls Are Monitored
All calls through ViaPath are monitored and recorded, except calls to an attorney’s verified legal line. Calls to attorneys go through a separate process with different handling. Do not use regular phone calls to discuss legal strategy or privileged matters.
The person inside will hear a recorded disclaimer at the start of each call noting that the call may be monitored.
How to Block or Unblock Your Number
If you do not want to receive calls from the facility, you can have your number blocked through ViaPath. Call 877-650-4249 to request a block. If your number was previously blocked and you want to receive calls again, call the same number to have it unblocked. Be aware that unblocking can take 24 to 48 hours to take effect.
Collect Calls
If you do not set up AdvancePay, calls may be offered as collect. Collect calls require you to accept the charges billed to your phone plan. Not all phone providers accept collect calls from correctional facilities, and the rates may differ. Setting up AdvancePay through ConnectNetwork is the more reliable option.
Troubleshooting Failed Calls
If calls are not connecting:
- Check your AdvancePay balance at connectnetwork.com. A zero balance will prevent calls from connecting.
- Confirm your number is on the approved list. Ask the person inside to verify your number is approved at the facility level.
- Check your phone settings. Some phones block unknown or automated-system calls by default. Make sure calls from correctional facility systems are not being screened out.
- Call ViaPath support at 877-650-4249. Have your account information ready.
Confirm Location Before Expecting a Call
If the person has been transferred or is temporarily at another facility, calls may route differently or not connect at all. Confirm they are still at Franklin CC using the NC OPI inmate search before troubleshooting further.
