Phone calls at Rutherford Correctional Center run through ViaPath (a GTL service) via ConnectNetwork. The rate is $0.10 per minute with a 15-minute cap per call. Calls are outbound only: the resident calls you. You cannot dial into the facility. Because Rutherford is a reentry facility, residents on work release or road crew assignments may have limited or no phone access during working hours on weekdays. If you have not heard from the person, call (828) 286-4121 to check on their current schedule.
You cannot dial Rutherford Correctional Center and be connected to a specific resident. Incoming calls are not routed to residents. The resident uses phones at the facility to call your number through the ViaPath/GTL system. Your job is to make sure your phone number is set up and that the resident has funds to call.
Rutherford is a minimum custody reentry facility. Many residents work outside the facility on weekdays, either on NCODT road crew assignments in surrounding counties or through work release jobs with local employers.
When a resident is at an off-site work assignment, they are not at the facility and do not have access to facility phones during those hours. This is normal. If you have not heard from someone and expected a call, it is possible they were on a work assignment that day. Call the facility at (828) 286-4121 to confirm the person’s current schedule.
Residents pay for calls from their trust account. You can add money to that account through ConnectNetwork deposits. Without a balance, the resident cannot make calls.
You can also set up a prepaid calling account directly with ViaPath so calls are charged to you rather than to the resident’s commissary account. Visit connectnetwork.com to set up that option.
The resident adds your phone number to their approved call list through the ViaPath system at the facility. They do this from the facility phones. You do not need to do anything on your end to add the number, but the resident has to request it.
Check that your carrier does not block calls from correctional facilities. Some carriers block these calls by default. If calls do not come through, contact your carrier about unblocking numbers from the ViaPath/GTL system.
The resident needs a balance to make calls at $0.10 per minute. A 15-minute call costs $1.50.

Once their number list is active and the account is funded, the resident can call during phone access hours at the facility. The call comes in as an automated system. You will hear a prompt identifying it as a call from a correctional facility resident and asking you to accept or reject the call. Press the indicated key to accept.
