Overview

Letters to Collins go to P.O. Box 340, Collins, NY 14034-0340. Two numbers separate that from the address NYSDOCCS leads with, because at Collins the incarcerated mail box carries its own ZIP as well as its own box number. Everything else here is standard New York practice, and the paper you send is the paper they hold.

Quick Facts

  • 1 Letters go to P.O. Box 340, Collins, NY 14034-0340
  • 2 The address line shows P.O. Box 490 and ZIP 14034-0490
  • 3 Both the box and the last four ZIP digits change
  • 4 Full name and DIN on the first line
  • 5 Your return address in the top left, or it is treated as contraband
  • 6 Mail is opened, inspected and handed over on paper
  • 7 Five pages of printed or photocopied material per letter
  • 8 Polaroid photographs are refused statewide

How to Address It

John Smith, 12A3456
Collins Correctional Facility
P.O. Box 340
Collins, NY 14034-0340

Name and DIN together on the first line. The DIN is the Department Identification Number the state lookup returns, and mail without one cannot be sorted to a person.

Two Numbers Change, Not One

Here is how the state publishes the address for this prison.

Middle Road P.O. Box 490 (Incarcerated Individual Mail: P.O. Box 340, Zip 14034-0340) Collins, NY 14034-0490

P.O. Box 490 with ZIP 14034-0490 is the prison’s own post. P.O. Box 340 with ZIP 14034-0340 is what reaches a person in custody.

Every New York state prison publishes a pair like this, and at most of them only the box number moves. Collins is the one in this guide where the ZIP moves too, and the department spells it out inside the bracket precisely because of that.

So an envelope copied from the first line of the published address is wrong twice over. Write P.O. Box 340 and 14034-0340 together, and treat them as a single unit.

What the Envelope Needs

  • Full name and DIN on the first line
  • P.O. Box 340, then Collins, NY 14034-0340
  • Your full return address, in the top left corner
  • Nothing else written on the outside

A letter with no return address is treated as contraband and is not delivered. That is the department’s own wording and it holds statewide.

The Paper Arrives

Mail at Collins is opened and inspected at the prison and then handed over. Your envelope, your handwriting, your paper.

Many New York county jails now route personal mail to a scanning centre and deliver it as an image on a tablet. State prisons do not. Erie County runs county facilities of its own that work differently, so if the last place you wrote to was one of those, this is a different experience at the receiving end.

What the Mailroom Refuses

Published by the department and applying statewide.

RefusedNote
Polaroid photographsThe format itself, whatever the picture shows
Nude photographs
Postage stampsDo not enclose stamps for a reply
Letters from other peopleThird-party mail, with an exception for children
Tape, glue or pasteIncluding on newspaper clippings
Cash, checks, money ordersCovered below

There is also a paper limit: five pages of printed or photocopied material per letter, with newspaper clippings counting one page each. Legal papers for an active case can exceed it only with the Superintendent’s written permission, obtained in advance, and no more than once every four months.

Photographs

Ordinary printed photographs get through and they are the best thing you can put in an envelope.

Polaroids do not, anywhere in New York, because of the format and not the picture. An instant print has a thick backing that can conceal things, so the category is excluded.

Order prints from a photo service or print them at home on ordinary photo paper, and keep writing on the back to a name and a date.

Money Goes to Miami

Nothing financial goes in the envelope. The inspection is looking for exactly that.

Deposits go to the JPay lockbox, PO Box 531190, Miami, Florida 33153, with a JPay deposit slip, capped at $999.99 per money order and free by post. On a visit day the lockbox inside Collins takes $50 in cash a day in total.

Packages Come From Vendors

Families cannot post or carry packages in. Everything arrives directly from an approved vendor by USPS, FedEx or UPS.

The allowance is two non-food packages a year and three food packages a month, food capped at a combined 40 pounds. The department publishes a disapproved vendor list and Directive #4911 carries the detail.

Mail from a lawyer or a court is privileged under Directive #4421, and it is opened in front of the person it is addressed to, not in the mailroom.

A family member cannot send ordinary mail under a legal label. Trying it puts the letter at risk instead of speeding it up.

On the Six Days You Cannot Visit

Collins gives a family one day of each weekend, set by housing unit. The post covers the rest of the week.

Pigeonly prints and sends letters and photos to Collins with P.O. Box 340, the matching ZIP and the DIN already in place, so the two numbers that change between the published address and the family one are handled before the envelope goes out.

6 of 10 questions

Q

What is the mailing address for Collins Correctional Facility?

P.O. Box 340, Collins, NY 14034-0340, with the person's full name and DIN on the first line and your return address in the top left corner of the envelope.

Mail & Photos
Q

Why does NYSDOCCS show P.O. Box 490?

Because that is the prison's own business box. The state prints both on one line, as P.O. Box 490 with Incarcerated Individual Mail P.O. Box 340, Zip 14034-0340 in brackets after it. The bracket holds what a family needs.

Mail & Photos
Q

Is the ZIP code different too?

Yes, and that is unusual. The published address carries 14034-0490, and the family mail box carries 14034-0340. Collins is the facility in this guide where both the box number and the last four ZIP digits change, so copying the first line of the address gets two numbers wrong at once.

Mail & Photos
Q

What happens if I use Box 490 by mistake?

The letter reaches the prison's business post instead of the person you sent it to. Use P.O. Box 340 with ZIP 14034-0340 for anyone in custody.

Mail & Photos
Q

Do I have to put my return address on it?

Yes. A letter with no return address is treated as contraband and is not delivered. That is the department's own wording and it applies at every New York state prison.

Mail & Photos
Q

Is mail scanned, or does the actual letter get through?

The actual letter. Mail at Collins is opened and inspected at the prison and then handed over on paper. Many New York county jails scan personal mail and deliver it on a tablet, but state prisons do not.

Mail & Photos
Q

Can I send photographs?

Ordinary printed photographs, yes. Polaroids are refused throughout New York because of the format, not the image, since the backing can conceal things. Nude photographs are also refused.

Mail & Photos
Q

How many pages can I send at once?

Five pages of printed or photocopied material per letter, with newspaper clippings counting as a page each. Legal papers for an active case can exceed that only with the Superintendent's written permission in advance.

Mail & Photos
Q

Can I send a package?

Not yourself. Packages come directly from an approved vendor by USPS, FedEx or UPS. The allowance is two non-food packages a year and three food packages a month, with food capped at 40 pounds combined.

Mail & Photos
Q

Is legal mail treated differently?

Yes. Mail from a lawyer or a court is privileged under Directive #4421 and is opened in front of the person it is addressed to. Ordinary family mail cannot be sent under a legal label.
