Setting Up Phone Calls

  1. Create a JPay account. Sign up for free at jpay.com or through the JPay mobile app.
  2. Search for the inmate. Enter the inmate’s full name and ID number as it appears in the ODOC system.
  3. Add funds. Purchase prepaid calling credits using a debit or credit card. Credits typically appear in the account within minutes.
  4. Place the call. When the inmate calls out, you will receive an automated notification. Answer the call through your registered phone number.

Prepaid Account Rules

  • Credits do not expire as long as the account stays active.
  • Unused credits are non-refundable.
  • You cannot transfer credits between JPay accounts.
  • If you share an email address with the inmate, you cannot use it for your JPay account.

Video Visits

JPay video visits are available by appointment only.

  1. Log in to your JPay account.
  2. Select the video visit option inside your account.
  3. Choose an available time slot.
  4. You will receive a confirmation and a link for the virtual visit.

Video visits use a webcam or mobile device. Dress and background rules are the same as in-person visitation: no revealing clothing, no contraband visible in the camera frame.

Call Limits and Monitoring

There is no published daily call cap for JDCC. However, individual call duration is limited by the amount of prepaid credit in your account. All calls are monitored and recorded. Discussing criminal activity, escape plans, or threats against staff will result in loss of phone privileges and may be used as evidence.
