Every piece needs the inmate’s full name and PA DOC inmate number so it can be matched and forwarded correctly. Mail sent directly to the facility’s physical address instead of the Smart Communications PO Box will likely be delayed or returned. Since SCI Mahanoy is a separate prison in the same town, double-check you’ve written SCI Frackville, not Mahanoy, on the envelope.
How Processing Works
Smart Communications opens, scans, and reviews incoming mail in Florida before it’s delivered to SCI Frackville, either as a digital copy or a printed copy depending on the facility’s system. This typically takes about 6-8 days from when Smart Communications receives it to when the inmate sees it, longer than mail would take if sent directly to a home address.
Originals Are Destroyed After 45 Days
Once scanned, original letters and photos are held for 45 days and then destroyed. If you’re sending something sentimental, know it won’t be returned or kept as a physical original past that window.
Photo Rules
Photos are capped at 25 per mailing. Keep content appropriate, sexually explicit images, gang-related content, and anything depicting drugs or weapons will be rejected.
Books and Publications

Publications must come from an approved vendor or publisher directly, not from an individual sender, and delivery typically takes 2-3 weeks.
What’s Not Allowed
Padded envelopes, stickers, glitter, perfume or scented paper, blank greeting cards with envelopes attached, and photocopied or printed digital images (as opposed to genuine photographs) are commonly rejected. Legal mail marked as privileged correspondence from an attorney follows different handling rules and generally isn’t opened outside the inmate’s presence.
If Mail Is Rejected
Smart Communications or facility mailroom staff will typically note why a piece was rejected. If you don’t get a clear explanation, call SCI Frackville directly at (570) 874-4516 to ask.
If Your Mail Gets Rejected
Smart Communications won’t process mail that’s missing the inmate’s number, bound in a way that blocks scanning, sent in bulk, or contains cash, a personal check, or a money order. If something is rejected, the inmate has 15 working days to appeal in writing to the facility manager under DOC policy DC-ADM 804. If they don’t appeal, you can ask the mailroom to forward the item to someone else using a cash slip, also within 15 working days, otherwise it’s destroyed.
Sending Photos and Letters Without Mailing Anything
