How the Cooper Trust Fund Works
Every SCDC inmate, including everyone at Kershaw, has a Cooper Trust Fund account. Their SCDC ID card has a magnetic strip that functions like a debit card: when they buy something at the commissary or a vending machine, staff swipe the card and the purchase goes through if there’s enough balance. You’re not sending cash directly to the person, you’re depositing into this account.
Five Ways to Send Money
Online. Go to the GTL trust fund payment page at web.connectnetwork.com/payments-support/trust-fund/ and set up an account. When prompted for the facility, choose “South Carolina Dept. of Corrections,” not Kershaw specifically, since SCDC manages Cooper Trust Fund accounts at the state level.
Mobile app. Download the free ConnectNetwork app for Android or iPhone/iPad and deposit from your phone the same way you would online.
Phone. Call (888) 428-1845 and follow the automated prompts to pay by credit or debit card. To speak with a live agent any time, call (877) 650-4249.
Mail a money order. Mail the money order with the required deposit slip to:

Do not mail it to SCDC or to Kershaw directly. It will be returned to you. The money order must be made payable to TouchPay Holdings, LLC, and funds become available within three business days of TouchPay receiving it at the address above.
Walk in with cash. Start at ConnectNetwork.com or the mobile app, choose “Walk-In Retail (Pay in Cash),” then bring the generated PaySlip and cash to a participating retailer, available at more than 26,000 locations nationwide including Walmart, ACE, Kmart, and Kroger.
The New Nov. 3, 2025 Money Order Rule
If you’re mailing a money order, two requirements are now enforced:
- The sender’s name on the money order must match exactly the name listed on the inmate’s approved visitor list.
- The sender must include their Visitor ID Number on the money order. You’ll find this number on the upper right side of the visitation scheduling system at scdoc.gtlvisitme.com/app.
If either requirement is missing, the money order can be returned to you unprocessed. This is a newer rule, so if you sent money orders successfully before late 2025, don’t assume the old process still works.

Money orders carry no GTL processing fee, only the cost of buying the money order itself, but they’re the slowest method since it depends on mail transit time plus electronic deposit-slip processing.
Packages Are Separate From the Trust Fund
The Cooper Trust Fund covers commissary and vending purchases. Physical care packages are a different system, handled through Access Securepak, SCDC’s approved package vendor: order by phone at 1-800-546-6283, online at southcarolinapackages.com, or by mail to Access Securepak, 10880 Linpage Place, St. Louis, MO 63132. Package programs run on scheduled windows a few times a year with posted order and delivery dates, spending limits (commonly around $250 for food and snacks, with tighter limits for inmates in restrictive housing), and a $5.95 nonrefundable processing fee. If the inmate’s custody level changes or they transfer to a non-SCDC facility while your order is processing, it’s returned to you and refunded. If they transfer to a different SCDC institution, the package is forwarded on the next available SCDC canteen truck.
If a Deposit Doesn’t Go Through
Deposit slips that are incomplete or illegible are the most common reason a mailed money order gets rejected and returned. Double check that your name matches the visitor list exactly and that your Visitor ID Number is legible before you seal the envelope. For online, app, or phone deposits, a declined card is usually a billing address mismatch. Call GTL customer service at (877) 650-4249 to troubleshoot.
