Can I send money to someone at Kirkland even before I can visit them?
Yes. The 30-day no-visitor rule only blocks in-person visits, not money deposits. You can fund their Cooper Trust Fund account right away.
Sending CommissaryYou can fund their account during R&E even before visitation opens up.
Send photos and letters too
Even though visitation is blocked for the first 30 days at Kirkland, money deposits aren’t. Every SCDC inmate, including someone still going through classification, has a Cooper Trust Fund account you can fund right away through GTL/TouchPay Holdings.
Kirkland’s 30-day no-visitor rule only applies to in-person visits. It doesn’t restrict deposits into the inmate’s Cooper Trust Fund account at all. If someone you love was recently sentenced and is going through intake at Kirkland, you can still send money right away to help them buy commissary items while they wait through classification.
Online. Go to web.connectnetwork.com/payments-support/trust-fund/ and select “South Carolina Dept. of Corrections” as the facility, since SCDC manages trust fund deposits at the state level, not per institution.
Mobile app. Download the free ConnectNetwork app for Android or iPhone/iPad and deposit the same way as online.
Phone. Call (888) 428-1845 and follow the prompts, or speak with a live agent 24/7 at (877) 650-4249.
Mail a money order. Send it with the required deposit slip to:
TouchPay Holdings SCDOC PO Box 649535 Dallas, TX 75264-9535
Make it payable to TouchPay Holdings, LLC, not to SCDC or Kirkland directly. Funds are available within three business days of TouchPay receiving it.
Walk in with cash. Start online or in the app, choose “Walk-In Retail (Pay in Cash),” and complete the transaction with cash and the generated PaySlip at over 26,000 retail locations, including Walmart, Kroger, and ACE.
If you’re mailing a money order, your name must exactly match the name on the inmate’s approved visitor list, and you must include your Visitor ID Number, found on the upper right side of the visitation scheduling system at scdoc.gtlvisitme.com/app. Missing either requirement can get your money order returned unprocessed. This applies even if the inmate hasn’t reached visitation eligibility yet, since being on the visitor list and being visitation-eligible during R&E are two different things.
| Amount | Online | Phone | Money Order | Walk-in |
|---|---|---|---|---|
| $0.01–$50.00 | $4 | $5 | $0.00 | $4.95 |
| $50.01–$100.00 | $6 | $7 | $0.00 | $4.95 |
| $100.01–$200.00 | $8 | $9 | $0.00 | $4.95 |
| $200.01–$300.00 | $10 | $11 | $0.00 | $4.95 |
The Cooper Trust Fund account and deposit process don’t change when someone transfers out of Kirkland to their assigned institution. Any balance moves with them, and you keep using the same GTL/TouchPay deposit methods.
