Phone calls aren’t blocked by Kirkland’s 30-day visitation restriction the way in-person visits are. SCDC issues a Personal Identification Number (PIN) within a week of admission, so calls can often start before visitation eligibility does. Kirkland is a close-security facility, so its phone hours are shorter than at a minimum-security institution.
Unlike in-person visitation, which is blocked entirely for the first 30 days at Kirkland, phone calls aren’t subject to that same restriction. SCDC issues every new inmate a Personal Identification Number (PIN) within one week of admission, which they use to make calls under the institution’s schedule. That means a phone call may be your first point of contact with someone recently sentenced, even before you’re visitation-eligible.
GTL (Global Tel*Link), rebranding as ViaPath, is SCDC’s statewide phone provider. Calls anywhere in the U.S. cost a flat 5.5 cents per minute, the same rate used at every SCDC institution.
Because Kirkland houses close-security male inmates, it falls under the rule that took effect Oct. 27, 2025: phones operate 6 a.m. to 11:30 p.m. only. No calls go through outside that window. SCDC introduced this curfew to reduce late-night disruptions to families and cut down on inappropriate overnight phone activity.
Each inmate can call up to 20 total phone numbers, added automatically as they dial them, since Dec. 1, 2023. Once 20 different numbers are on the list, no new ones can be added until it resets once a year. If you want to make sure you’re reachable, have the inmate call your number early, before their list fills up during intake.
Landline (collect calls). Your account must be current with your phone company, and your provider must have a Billing and Collection agreement with SCDC’s phone provider. You’ll also need a touch-tone phone, not a rotary-dial line.
Cell phone. Calls to cell phones must be prepaid. Set up a free AdvancePay account at ConnectNetwork.com before expecting a call.
As with every SCDC facility, all calls through the system are subject to recording, monitoring, and restrictions.
GettingOut, part of the same GTL/ViaPath family of services, offers electronic messaging as an alternative. SCDC staff review all messages, and anything inappropriate can be blocked before it reaches the inmate.
