How the Money System Works

SCDC uses GTL/TouchPay Holdings statewide to manage inmate trust fund accounts, including at Lieber. Deposits go into the inmate’s Cooper Trust Fund account, and that single account covers both commissary purchases and phone call credit, they aren’t separate balances.

The November 2025 Money Order Rule

As of Nov. 3, 2025, SCDC requires every money order deposit to include two things: the sender’s name exactly as it appears on the inmate’s approved visitor list, and the sender’s Visitor ID Number. If either is missing, or if the name doesn’t match the visitor list precisely, including middle names or nicknames, the money order gets returned instead of processed. Common Reasons Deposits Get Rejected

Two mistakes account for most returned money orders: sending it to the facility’s physical address instead of TouchPay’s payment processing address, and a name mismatch between the money order and the visitor list. Double-check both before mailing anything.

What the Money Covers

Funds in the Cooper Trust Fund account cover commissary purchases (food, hygiene items, and other approved goods sold at the facility) and can also be used for phone call credit through GTL/ConnectNetwork. It’s a single combined account, not two separate balances you need to fund independently.

Deposit Limits and Fees

TouchPay charges a processing fee that varies by deposit method, online and phone deposits typically carry a flat convenience fee, while cash deposits at retail locations may have a separate retailer fee.
