Billy Moore Correctional Center is located in Overton, a small city of about 2,000 people in Rusk County, in the heart of East Texas. Rusk County sits in the Piney Woods region, an area of thick pine forests that once fueled a major timber industry. The county is also historically significant in Texas oil history: the East Texas Oil Field, one of the largest oil reservoirs ever discovered in the contiguous United States, runs through Rusk County. Henderson, the county seat, was a boom town during the 1930s oil discoveries.
