Money for anyone at Billy Moore goes into a Texas Department of Criminal Justice (TDCJ) Inmate Trust Fund account, which covers commissary, phone time, and tablet media. Two rules trip families up. First, you have to be on his approved visitor list or phone list before any deposit will go through. Second, a mailed money order goes to the Inmate Trust Fund lockbox in Huntsville, not to the unit in Overton.

TDCJ only takes deposits from friends and family who are on the person’s approved visitor list or approved telephone list. If you are not on either list, the deposit gets rejected no matter which vendor you use, so sort this out before you send anything.
Every deposit also needs his commitment name and TDCJ number, and your own name and address as the sender. Look up the name and number with the TDCJ Inmate Search if you do not have them.
This is the option that most often goes wrong, because families address it to Overton. It does not go to the unit. Make the money order or cashier’s check payable to Inmate Trust Fund for [His Name and TDCJ Number], enclose a completed deposit slip, and mail it to:

You can get deposit slips from him directly, or request them by mailing a self-addressed, stamped envelope to that same address. There is no fee for this method.
TDCJ approves five outside vendors. All of them charge a service fee.

If you plan to send the same amount every month, TDCJ runs a free automatic debit from a personal checking account. Complete the ACH authorization form, attach a voided check, and mail both to Inmate Trust Fund, PO Box 629, Huntsville, TX 77342-0629. Note this is a different PO Box from the money order lockbox. TDCJ debits your account around the 5th of each month and credits his account around the 10th.
Any single deposit of $500 or more is held at least 14 days before he can spend it. TDCJ applies the same hold to insurance, company, payroll, and estate checks. Plan around it if you are sending a large amount before a holiday.
Never mail cash. TDCJ tells families not to send cash, stamps, or personal items to the unit or to the Inmate Trust Fund. Money in the mail is also a common target for extortion, which is why TDCJ asks families not to send funds to people they do not know, or as a favor for someone they do.
Funds in a trust fund account do not earn interest.
There is no public balance lookup for families. Keep your vendor confirmation, or ask him on the next call. If a deposit has not shown up when it should have, call the Inmate Trust Fund at (936) 438-8990.
