Newton is one of the few Iowa prisons that warns families about this directly, because it is the mistake visitors make. Its own visiting rules state, in capitals, that you may not leave money at the facility and that it must be mailed to Fort Dodge. Iowa centralized offender banking there for all nine prisons, so a money order handed over at the lobby, posted to Newton, or tucked into a letter reaches nobody. There are four ways to do it properly and Iowa publishes the fees for most of them.
Most Iowa prisons leave this to the statewide page. Newton puts it in its own visiting rules, in capitals: you may NOT leave money at the facility; it must be mailed to Fort Dodge.
That is worth taking at face value, because the natural instinct when visiting is to hand something over at the desk. There is no mechanism for it here.

Fort Dodge is about two hours northwest of Newton, and none of that matters to you: it is a post office address, not somewhere you visit.
The deposit must be a cashier’s check or money order. Nothing else is accepted by post.
Make it payable to: IDOC Offender Fiduciary Account, not to Newton Correctional Facility and not to the person.
Write all four of these on it:
Iowa also asks that all writing should be legible, and states that a deposit which does not follow the guidelines is returned to the sender by mail. That means postage lost and weeks gone.
Access Corrections is the cheapest Iowa lists. Online at accesscorrections.com, deposits start at $3.49 on a Visa or Mastercard. By phone on 1-866-345-1884, from $4.49. The same rates apply from within a CorrLinks account if you already have one for messages.
Cash, with no card at all: CashPayToday at a flat $6.95, in shops including Dollar General, Family Dollar and Kum & Go, or ACE Cash Express at a flat $5.95. There is a $900 ceiling per cash transaction. Access Corrections says funds normally move in real time and are available within 24 hours.
JPay is dearer. Online at JPay.com, $3.95 to $10.95 by amount. By phone on 1-800-574-5729, $4.95 to $11.95. Cash at a MoneyGram agent, including Walmart, CVS, 7-Eleven and Albertsons, is a flat $8.95, and up to $5,000 goes in one transaction. Iowa notes money sent before 11:45 AM is generally available the next day.
Western Union works through send2corrections.com, the Send2Corrections app, or 1-800-634-3422 option 2, using the commissary or inmate number and the facility name. Iowa publishes no fee for it.
Restitution is not commissary money, and it does not go to Fort Dodge either.

Iowa’s stated reason is that a payment plan then survives a transfer instead of being rebuilt at the new prison. That matters more than usual at Newton, where people move from the medium facility to the Correctional Release Center as release approaches.
Three separate places, and this is where families lose track.
Commissary money is banked at Fort Dodge. Phone money is banked at Iowa State Penitentiary. Restitution is administered by Iowa State Penitentiary.
A family deposit to a phone account has 7 percent sales tax deducted, so Iowa’s own example is that $10 becomes a $9.35 credit. A transfer by the person inside has 7 percent added instead, making $10 cost $10.70. The minimum is $1, the move is one-way, and unused phone money is credited back on release.
Iowa’s funds policy says weekly spending limits and possession limits are established and posted throughout the institution. Real, enforced, and not published for Newton anywhere online.
If money you sent is sitting unused, a weekly cap is the likeliest reason, and the person inside can read the figure even though you cannot.

Newton’s visit room uses a Debitek card. Bring a $5 bill, the machine charges $2 for the card, and you are left with a $3 balance. After that you top up with ones, fives, tens or twenties. That card is one of the very few things allowed into the visit room with you.
