Overview

North Central takes no money, at the door or by post. Iowa banks every prison’s funds in one place, at Fort Dodge Correctional Facility, and this is the prison that sits nearest to it, roughly forty minutes east along Highway 20. That proximity changes nothing about how you send anything. It is a postal address, the deposit has to be a money order or cashier’s check carrying four specific details, and Iowa takes a series of deductions from outside money before it reaches a spending balance.

Quick Facts

  • 1 All deposits go to the IDOC Offender Fiduciary Account at Fort Dodge
  • 2 Money orders or cashier's checks only, payable to IDOC Offender Fiduciary Account
  • 3 Four details required: offender name, offender number, sender name, sender address
  • 4 Never enclose a money order with a letter, or it is returned
  • 5 Deposits above $1,000 are checked by security staff before posting
  • 6 Access Corrections starts at $3.49 online, JPay at $3.95
  • 7 Phone credit and restitution go to Iowa State Penitentiary instead
  • 8 Iowa deducts restitution, filing fees and savings before the balance appears

Forty Minutes East, and Still by Post

Iowa centralised offender banking. Deposits for all nine prisons are received and handled at Fort Dodge Correctional Facility, and the department states that incoming money will not be accepted at or by any other location.

Fort Dodge, IA 50501

Of the nine Iowa prisons, North Central is the nearest to that office, about forty minutes east. It makes no practical difference. The lockbox is a postal address, not a counter, and there is no version of this where dropping money off is faster.

Money orders are no longer accepted at any institution, so bringing one to a Saturday visit at Rockwell City achieves nothing.

Four Details on the Money Order

The deposit must be a cashier’s check or money order. Nothing else goes by post.

Make it payable to: IDOC Offender Fiduciary Account.

Write all four of these on it:

  1. the offender name
  2. the offender number
  3. the sender’s name
  4. the sender’s complete address

Iowa’s funds policy adds the rule that returns most failed deposits: money orders and cashier’s checks may not be sent with any other correspondence. A money order folded into a letter comes back, and so does anything illegible or missing a detail. Deposits over $1,000 are copied to institutional security staff for approval before they post.

If you are sending funds electronically to a brand new account, Iowa says to expect the banking system to take about a week to create it.

What the Vendors Charge

Access Corrections publishes Iowa’s lowest rates. Online at accesscorrections.com from $3.49 on a Visa or Mastercard, by phone on 1-866-345-1884 from $4.49, and at the same rates from inside a CorrLinks account. Cash without a card: CashPayToday at a flat $6.95, in shops including Dollar General, Family Dollar and Kum & Go, or ACE Cash Express at a flat $5.95. Cash caps at $900, and money sent before midnight is generally available the next business day.

JPay costs more. Online at JPay.com, $3.95 to $10.95 by amount, or by phone on 1-800-574-5729, $4.95 to $11.95. Cash at a MoneyGram agent, including Walmart, CVS, 7-Eleven and Albertsons, is a flat $8.95, taking up to $5,000 in one transaction. Money sent before 11:45 PM is generally available the next business day.

Western Union Quick Collect uses exact entries Iowa publishes and that fail quietly if you improvise. Pay to Iowa Department of Corrections, code city IOWADOC, state IA, and for the sender’s account number use the ID number followed by the last name, so 1234567Jones. Funds post three times a day, the last around 3:30 PM central time.

In rural Calhoun County, the cash options are worth weighing on distance as well as fee. Dollar General and Family Dollar branches are more common in small Iowa towns than a MoneyGram counter, and CashPayToday runs through both.

Three Prisons, Three Kinds of Payment

Iowa spreads this out, and North Central is none of the three destinations.

PaymentDestination
Commissary depositsIDOC Offender Fiduciary Account, Fort Dodge
Phone creditIowa State Penitentiary, Fort Madison
Restitution, court filing fees, child supportIowa State Penitentiary, Fort Madison
Iowa State Penitentiary
PO Box 316
Fort Madison, IA 52627-0316

Fort Madison is at the opposite corner of the state from Rockwell City, roughly 300 miles southeast. Iowa’s reason for centralising restitution is that a payment plan then survives a transfer rather than being rebuilt each time.

A family deposit into a phone account has 7 percent sales tax taken off, so Iowa’s worked example is that $10 becomes $9.35. When the person inside transfers his own money, 7 percent is added, making $10 cost $10.70. The minimum is $1, the transfer is one way, and unused phone money is credited back on release.

What Comes Off Before It Lands

Money you send is not the money that arrives. These rates sit in Iowa’s funds policy rather than on any public page.

DeductionRate on outside money
State restitution20%
Federal restitution20%
State court filing fees10% of the balance owed
Federal filing fees20%
Mandatory savings10%
Department sanctions20%

The savings deduction stops once the savings balance reaches $100. The others depend on what is owed.

A 6 percent pretax surcharge, which Iowa calls pay for stay, is added to every commissary order. It is not charged on stamped envelopes, postcards, money sent home, legal copies and fees, a driver’s licence, postage, treatment or educational purchases, religious donations, the flower fund, or a medical co-pay.

Exempt from the deductions: money the warden designates for medical costs and funeral trip costs, transportation fees, vendor refunds, property tort claims, VA benefits, and anything directed into the telephone fund.

Crowding and the Commissary Queue

North Central held 488 people against a working capacity of 245 on September 9, 2026, roughly double, and the worst ratio in Iowa.

Iowa publishes no commissary detail that accounts for it, but the department’s funds policy does say that weekly spending limits and possession limits are established and posted throughout the institution, set by each facility rather than statewide. At a prison running at twice its working capacity, those limits are worth asking about specifically rather than assuming they match another Iowa prison’s.

The person inside can read the figure. You cannot.

Money at the End of a Sentence

This is a minimum-security prison, so release rather than transfer is the usual exit, and Iowa publishes what somebody leaves with.

Gate money is $50 for work release and $100 for all other qualifying releases, available once in any 12-month period, paid onto a MasterCard release card that costs $5 to issue. Iowa provides bus fare to any destination inside the state, and travel beyond the Iowa border is at the person’s own cost, which from Rockwell City is a real consideration.

Mandatory savings of 10 percent, capped once the savings balance reaches $100, is the other pot that comes out at the end.

A vending card holds at most $75, takes one load a day, carries the 6 percent surcharge and costs $2.25 to replace, and Iowa says any balance left on it is generally not refunded at release. An overdraft attempt costs a minor report and a $5 fee.

Two Limits Worth Knowing

Each cash deposit caps at $900 through Access Corrections and $5,000 through JPay.

Care packages run through Iowa Prison Industries. Orders open November 1 to November 30, delivery runs December 19 to December 23, and institutions may limit how many a person receives.

Worth Asking on 712-297-7521

  1. What is the weekly commissary spending limit here?
  2. How long after Fort Dodge receives a money order does it show on the account?
  3. Is restitution or a filing fee plan taking a share of what I send?
  4. Does he have phone credit, or does that need a separate deposit to Fort Madison?
  5. Is there a cap on a single mailed deposit?
  6. What will he have on release, and how does the bus fare work from here?

6 of 8 questions

Q

Where do I send money for someone at North Central?

To the IDOC Offender Fiduciary Account, 1550 L Street, Suite B, Fort Dodge, IA 50501, payable to IDOC Offender Fiduciary Account. Fort Dodge is about forty minutes east of Rockwell City and it banks money for all nine Iowa prisons. The department states funds will not be accepted at or by any other location.

Send Money
Q

Fort Dodge is close. Can I drop it off?

No. The lockbox is a postal address rather than a counter, and Iowa stopped accepting money orders at institutions when it centralised banking. Being the nearest prison to the office makes no practical difference, and bringing a money order to a visit at Rockwell City achieves nothing either.

Send Money
Q

Can I put the money order in with a letter?

No, and it is the most common reason a deposit is returned. Iowa's funds policy states money orders and cashier's checks may not be sent with any other correspondence. The money order also has to carry the offender name and number plus your own name and complete address, written legibly.

Send Money
Q

Why did less money arrive than I sent?

Iowa deducts before money posts: 20 percent for state restitution, 20 percent for federal restitution, 10 percent of the balance owed for state court filing fees, 20 percent for federal filing fees, 10 percent into mandatory savings until that reaches $100, and 20 percent for department sanctions. A 6 percent surcharge is then added to commissary orders.

Send Money
Q

What is the cheapest way to send money from a small town?

Access Corrections publishes Iowa's lowest rates, from $3.49 online at accesscorrections.com on a card. For cash, CashPayToday at a flat $6.95 runs through Dollar General, Family Dollar and Kum & Go, which are more common in rural Iowa than a MoneyGram counter, and ACE Cash Express is a flat $5.95. Cash caps at $900.

Send Money
Q

He has money but says he cannot spend it. Why?

Most likely a weekly spending limit. Iowa's funds policy says limits on purchases and on what a person may possess are established and posted inside each institution, and North Central publishes no figure online. At a prison holding roughly double its working capacity, that is worth asking about on 712-297-7521 rather than assuming.

Send Money
Q

Does a deposit here also pay for phone calls?

No. Commissary money goes to Fort Dodge and phone credit is administered separately by Iowa State Penitentiary at Fort Madison, PO Box 316, around 300 miles southeast. A family phone deposit has 7 percent sales tax deducted, so Iowa's own example is that $10 becomes a $9.35 credit.

Send Money
Q

What does someone leave with on release?

Iowa publishes this. Gate money is $50 for work release and $100 for other qualifying releases, available once in any 12-month period and paid onto a MasterCard release card. Iowa provides bus fare to any destination inside the state, with travel beyond the border at the person's own cost. Mandatory savings, capped at $100, comes out too.
