Carteret Correctional Center uses ViaPath/GTL for all outgoing resident phone calls. Calls go through the ConnectNetwork platform. The rate is $0.10 per minute with a 15-minute cap per call.
The resident initiates the call from a facility phone. They can only call numbers on their approved phone list. Before you can receive a call, your number must be added to that list and you need a ConnectNetwork account set up on your end.
Because Carteret is a minimum custody reentry facility, residents on work release spend part of the day outside the facility. Phone access typically happens during non-work-release hours. Ask the person inside when they usually have phone access so you can plan accordingly.

Add the phone number you want the resident to call. This number must match what is on their approved call list at the facility.
If the resident does not have funds in their trust account, you can prepay for calls through an AdvancePay account. Call 800-483-8314 to set up AdvancePay. Otherwise, calls draw from the resident’s trust account. See the send money guide to add funds.
The resident calls when they have phone access at the facility. Calls come in as collect calls from the facility. Accept the call and your account is charged at $0.10 per minute.

All calls from Carteret Correctional Center are monitored and recorded by NC DAC. Do not discuss anything on a call that you would not want heard by facility staff or law enforcement. Attorney-client calls are handled differently; the resident should speak with facility staff about legal call procedures.
The resident controls which numbers are on their approved call list. If your number is not on the list, you will not receive calls. Ask the resident to add your number through the facility’s process. It may take a few days for a new number to be approved and active.
If you miss a call, the resident will need to try again during the next available phone access period. There is no voicemail. Keep your phone available during times when you expect a call, especially evenings when work release residents are back at the facility.
