How Phone Calls Work at Pamlico C.I.
Pamlico Correctional Institution uses ViaPath/GTL through ConnectNetwork for all inmate phone calls. Inmates access phones in their housing units during scheduled call times set by the facility. You cannot call the inmate directly. The inmate dials your number from the facility phone.
When the inmate calls, you will hear a recorded announcement identifying the call as coming from a North Carolina correctional facility. You can accept or decline the call. Your number must be on the inmate’s approved contact list before they can reach you.
Setting Up a ConnectNetwork Account
Go to connectnetwork.com and create a free account. This is the step to take before the inmate places their first call.
Once registered, your number is linked to the inmate’s calling account. Add a payment method to fund the account. When the inmate calls your number, the cost comes out of your ConnectNetwork prepaid balance.
ConnectNetwork also has a mobile app. Search for ConnectNetwork in your phone’s app store and log in with the same account you created on the website.
Call Rates and Limits
The rate for calls from Pamlico C.I. is $0.10 per minute. Each call is limited to 15 minutes. If the inmate wants to keep talking after the 15-minute limit, they must hang up and call back. The inmate may have a limited number of calls per day depending on the facility schedule and available phone time.
These rates apply to prepaid ConnectNetwork accounts. Collect calls, if accepted, cost more per minute and require your phone carrier to accept collect charges.
How to Fund Your ConnectNetwork Account
There are several ways to add money to your account:

What’s Not Allowed
- Calling the facility’s main number to talk to the inmate directly
- Sharing your ConnectNetwork account credentials with the inmate
- Accepting or making three-way calls (this violates facility rules and can cut off calling privileges)
- Giving your number to the inmate to call unless they have added it to their approved list
Three-Way Calls
Three-way calls are prohibited at NC DAC facilities. ViaPath/GTL monitors for call forwarding and conference call behavior. If a three-way call is detected, the call will be dropped and the inmate’s phone privileges may be suspended.
Why the Inmate Might Not Be Calling
If you have not heard from the inmate:
- The facility may be on lockdown, which suspends all phone activity
- The inmate may be in a program, appointment, or count time
- Your number may not be on the inmate’s approved contact list
- The inmate’s phone privileges may be suspended due to a disciplinary issue
- Your ConnectNetwork account may have a $0 balance
Try keeping a regular schedule so the inmate knows when you are available to accept calls. If phone access seems to have stopped unexpectedly, call (252) 692-6200 to ask whether there is a facility-wide restriction in place.
International Calls
