How the Line Is Printed, and Why It Misleads

Here is exactly how New York publishes the address for this prison.

Read quickly it looks like an address with a footnote. It is not. Caller Box 400 is the prison’s own box, the one its suppliers and its post goes to. Caller Box 119 is the one that reaches a person in custody.

This is not unique to Five Points. New York publishes a business address and a separate incarcerated mail box for every state prison, and the state’s own procurement paperwork lists only the business one. Anything copied from that paperwork inherits the wrong box, which is how Caller Box 400 ends up being republished as a family mailing address.

What Goes on the Envelope

Four things, and the last one catches people out.

  • Caller Box 119, then the street, town and ZIP
  • Your full return address, in the top left corner
  • Nothing else written on the outside

A letter with no return address is treated as contraband and is not delivered. That is the department’s own wording, and it applies across New York.

The Paper Arrives

Worth saying plainly, because it is not true everywhere.

Mail here is opened and inspected at the prison and then handed over. It is checked for cash, cheques, money orders, printed material and contraband, and then your person gets the actual envelope and the actual paper.

Many county jails in New York have moved the other way, posting personal mail to a scanning centre in another city and delivering it as an image on a tablet. Five Points does not. The letter you wrote is the letter they hold.

There is also a limit on paper: five pages of printed or photocopied material per letter. Newspaper clippings count as one page each. Legal papers for an active case can go over it only with the Superintendent’s written permission in advance, and no more than once every four months.

Photographs, and the Polaroid Rule

Ordinary printed photographs are fine. Send them.

Polaroids are not, anywhere in New York, and the reason is the format rather than the picture. An instant print has a thick backing that can conceal things, so the department excludes the whole category.

Order prints from a photo service or print them at home on ordinary photo paper, and keep the writing on the back to a name and a date.

Money Is a Different Address Entirely

Do not put money in the envelope. It will not reach them, and the inspection at the prison is looking for exactly that.

Money orders and cheques go to the JPay lockbox, PO Box 531190, Miami, Florida 33153, with a JPay deposit slip, up to $999.99 a transaction and free by post. There is also a lockbox inside the prison that takes up to $50 cash per person per day on a visit day.

Packages Do Not Come From You

New York no longer lets families post or carry packages in. Everything has to come directly from an approved vendor, shipped by USPS, FedEx or UPS.

The allowances are two non-food packages a year and three food packages a month, with the food capped at a combined 40 pounds. The department publishes a disapproved vendor list, and Directive #4911 carries the detail.

Correspondence from a lawyer or a court is privileged and runs under its own rules, in Directive #4421 and not the general correspondence directive.

It is opened in front of the person it is addressed to, not in the mailroom. A family member cannot send ordinary mail under a legal label, and doing it risks the letter rather than helping it.
