The 2021 Vote, and What It Did Not Settle

In March 2021 the Monroe County Legislature adopted resolution 21-0050, authorising a contract with Securus Technologies to provide telephone calls at no cost to inmates of the Monroe County Jail and the Monroe Correctional Facility. The vote was 28 to nothing.

That is a real and unusual thing for a county to do, and it is worth knowing. But it is five years old, and no county document we could find since then confirms the arrangement is unchanged. Contracts get renewed on different terms.

So what this page says is: that is what the county decided, on that date, unanimously, and the current position is not published. 585-753-4300 is the number that answers it for today.

Which of the Four Products You Need

The family side of this is a prepaid account with the vendor. Securus lists the products it runs at this facility, and they split into four things that families routinely confuse.

The distinction that costs people money is AdvanceConnect against Securus Debit. They are different balances, and Securus itself flags that the debit product is not the commissary account. Putting money in the wrong one does not stop the phone ringing any sooner.

The One Rate That Is Published

Securus publishes a video price for this facility and it is the only firm number available:

  • 14 cents for the first minute
  • 2 dollars and 10 cents for a 15 minute call

For voice calls, the vendor’s rate lookup returns nothing without a phone number attached, and the county publishes no figure at all. Directory sites will happily give you a per-minute price for this jail. We are not repeating one we cannot source.

Phone Credit Is Its Own County Fund

Monroe keeps calling money and commissary money in two different places, and publishes both.

Telephone and Tablet Fund 9620 is the phone side. Commissary Fund 9618 is the food and hygiene side. A deposit into commissary does nothing for calling, which is the single most common reason somebody says they cannot reach you despite money having gone in that morning.

The county publishes what flows through the phone fund each year. In late August 2026 it was carrying a rolling balance of roughly 1.9 million dollars.

Tablets in the Housing Units

Monroe runs tablet-based services in the units, and the law library has been web-based on them since 2020. Where extra research is needed, clerks print it and deliver it to the unit.

That matters for a family in one narrow but useful way: messaging and video run through the same tablets, so a person who cannot get to a wall phone may still be reachable in writing.

When the Call Does Not Connect

There are three separate things that can be wrong, and they have three different fixes.

  • The account has no balance. Check which balance. AdvanceConnect pays for calls, commissary does not.
  • Your number is not on the list. The prepaid account is tied to the number being called. A new phone means a new set-up.
  • Something is wrong at the facility end. Jail Administration answers on 585-753-4300.

Most likely the wrong fund. Monroe County keeps phone and tablet credit in Fund 9620 and commissary in Fund 9618, and they do not talk to each other. Money sent to commissary buys food and hygiene items, not call time. The calling side is topped up through the Securus account instead.
