Three Routes, and They Do Not Open at the Same Times

The kiosk is the one most people end up using, because it is the only cash route that does not depend on a single weekday. There are two of them at the jail, one in the visits lobby and one in the property lobby, so a kiosk is reachable if you are there to visit or to drop something off.
No coins. Notes and cards only.
The Friday Window
The staffed money drop-off at the jail runs Fridays from 8:00 AM to 3:00 PM, and no other day.
This trips people up because the property area next to it keeps different hours entirely, Tuesday to Friday, 8:00 AM to 3:30 PM. So there are days when you can hand over property and not money, which feels arbitrary until you know it is two separate operations.
If Friday does not work, the kiosk in the same building does the same job at any hour.
Commissary Money and Phone Credit Are Not the Same Pot
Monroe County keeps them in two separate funds and publishes both.
- Commissary Fund 9618 is the one that buys food, hygiene items and stationery.
- Telephone and Tablet Fund 9620 is the one that pays for calls, messaging and tablet time.
Topping one up does not top up the other. If your person says they cannot call, adding money to commissary will not fix it, and the reverse is equally true.
The county publishes the annual expenditure for both, and the phone and tablet fund carried a rolling balance of about 1.9 million dollars in late August 2026. That is the scale of the thing families are paying into.
Which of the Two Monroe Sites
Both county sites have their own kiosk, and the deposit is tied to a person rather than a building, but the trip is wasted if you drive to the wrong one.

- Andrew P. Meloni STAR Academy, 750 E. Henrietta Road, about four miles south.
The daily roster does not make the distinction obvious. 585-753-4300 will confirm which building before you set off.
Bail Is a Completely Different Thing
Every year people confuse a commissary deposit with bail. They are separate systems with separate consequences, and one of those consequences is expensive.
Bail is paid through GovPayNow, and the county runs three separate portals depending on which court set it, Town and Village, County, or Family. You need seven pieces of information to complete a payment.
And then the part the county prints in capital letters on its own page: the funds become the property of the defendant, and any refund of bail by the court is made to the defendant, not to whoever paid it. If you post bail on your card and the case ends with the money returned, it goes to them.

An older county document names TouchPay as the deposit vendor instead of Access Corrections, and it is still sitting online.
The Access Corrections pages are the newer ones, the current property document points at Access Corrections rather than naming a vendor of its own, and the TouchPay document uses older terminology throughout. We are going with Access Corrections and telling you why rather than quietly picking one.
