Phone Calls at the Westchester County Jail

Westchester states plainly that people held here cannot receive phone calls or messages, so every call has to start from their side and reach an account you have already opened. Create your phone account in minutes.

Overview

Calls from this jail arrive collect, which means the account that pays for them belongs to you rather than to the person calling. Until that account exists and has money on it, the call cannot connect, and there is no way for you to start one from your end.

Open an AdvancePay Account

Calls arrive collect, so the account lives on your side.

  • 866-230-7761, toll free
  • Or by post to:
Advance Pay Service Dept.
Department 1722
Denver, CO 80291-1722

A note on the vendor’s name. The county’s own page still refers to GTL. That company rebranded to ViaPath Technologies (ViaPath) in 2022 and the service is the same one. AdvancePay is the prepaid product that receives the calls. If you find pages naming any of those three, they are describing the same account.

They Cannot Be Called

Westchester states this plainly, and it is worth understanding rather than working around: residents cannot receive phone calls or messages.

There is no number to ring and no way to leave a voicemail. Contact starts on their side, reaches your funded number, and that is the only direction it flows.

Emergencies and Deaths in the Family

For something that genuinely cannot wait for the next call, the county’s published route is to contact the shift supervisor. The general information line is 914-231-1000.

This is the mechanism for getting news to somebody rather than speaking with them, and it is what to use for a death, a serious illness or a family emergency.

If You Need the Calls to Stop

Westchester publishes a Phone Block Form for households that do not want to receive collect calls from the Department of Correction.

It is unusual for a county to write this down at all, and it matters. Some families are dealing with a person they do not want contact from, and having a named form rather than an informal request is the difference between a boundary that holds and one that does not. The form is on the Department’s policies pages.

Two Numbers, and the Attorney Call Page

None of the following appears on the county’s site, and we are not going to invent them:

  • A per minute rate
  • A maximum call length
  • Whether calls are monitored or recorded, and under what policy
  • Whether video visiting is available to families, and at what price

ViaPath quotes rates once an account is open with this facility selected, and 866-230-7761 will confirm them. The county’s information line on 914-231-1000 is the source for anything about facility policy.

The county does publish a separate page on attorney and client phone calls, which sets out how privileged calls are handled. That is a different process from family calls and is worth reading if you are the person’s lawyer rather than their family.

Before the First Call

Two things worth doing so the first attempt does not fail:

  1. Check your number can take a collect call. Many mobile carriers and most internet phone numbers block them by default, and the call fails at your end rather than at the jail.
  2. Confirm they are actually here. The lookup guide explains why an empty search result at this jail does not settle that question, and why the phone line is the better check.

Between Calls

Given the narrow visiting system here, two visits a week booked on a line that only answers weekday mornings, most contact with somebody at this jail happens by phone and post rather than in person. The mail guide covers what can be sent and the rules that stop a letter arriving.

6 of 8 questions

Q

How do I set up an account to receive calls from the Westchester County Jail?

Call 866-230-7761 and open an AdvancePay account, or write to the Advance Pay Service Dept., Department 1722, Denver, CO 80291-1722. Calls come out of the jail collect, so the account is on your side and has to have funds on it before anything connects.

Phone Calls
Q

Is the provider GTL or ViaPath?

Both names describe the same company. The county's own page still says GTL, which rebranded to ViaPath Technologies in 2022. AdvancePay is the prepaid product that actually receives the calls. Pages naming any of the three are talking about the same account.

Phone Calls
Q

Can I call in and speak to them?

No. Westchester states that residents cannot receive phone calls or messages at all. There is no number to ring and no voicemail. Every call starts on their side and reaches a number you have funded in advance.

Phone Calls
Q

There has been a death in the family. How do I tell them?

Through the shift supervisor, which is the route the county publishes for emergencies and deaths in the family. Call the information line on 914-231-1000 and ask for them. This gets news to the person rather than putting you on the phone with them.

Phone Calls
Q

What do calls cost?

Westchester does not publish a rate, and we are not going to estimate one. ViaPath quotes its rates once an account is open with this facility selected, and 866-230-7761 will confirm them over the phone. New York made calls free in its state prisons, but that reform does not cover county jails, so do not assume calls from here are free.

Phone Calls
Q

How do I stop someone calling me from the jail?

Westchester publishes a Phone Block Form for exactly that, on its policies pages. It is unusual for a county to document this, and having a named form rather than an informal request makes the block far more reliable.

Phone Calls
Q

Why do the calls keep failing on my phone?

Usually the number itself. Many mobile carriers and most internet phone services block collect calls by default, so the attempt fails at your end. A landline, or a number registered directly with AdvancePay, is more reliable than a mobile that has never taken one.

Phone Calls
Q

Are the calls recorded?

The county does not publish its monitoring or recording policy for family calls, so we cannot tell you what it says. Most jail phone systems record non-privileged calls as standard, but we are not going to state Westchester's rule without a source. It does publish a separate page on attorney and client calls, which covers how privileged calls are handled.
