Overview

Westchester keeps three money systems apart, and using the wrong one wastes a trip rather than losing the money. Account deposits go through TouchPay, commissary gifts through iCare, and bail through a separate process with its own rules about what it will accept.

Quick Facts

  • 1 Account deposits run through TouchPay
  • 2 Kiosks sit in the jail lobby for both male and female residents
  • 3 Kiosk hours are Monday to Friday, 9 AM to 9 PM
  • 4 The TouchPay website takes major credit cards at any hour
  • 5 You need valid photo identification to leave money in person
  • 6 Commissary gifts are ordered separately through iCare
  • 7 Bail is cash or major credit card only, 24 hours a day
  • 8 Any other form of bail payment goes through the court of record

Putting Money on an Account

One vendor, two ways in.

At the kiosk. TouchPay kiosks are in the jail lobby and serve both male and female residents.

  • Monday to Friday, 9 AM to 9 PM
  • Valid photo identification is required

Online. The TouchPay portal takes a major credit card, 24 hours a day, seven days a week.

The online route is the one to use outside weekday hours, and it is the only one that works if you are not in Westchester.

Confirm the Fee Before You Confirm the Deposit

The Department’s site does not list a deposit fee, a deposit limit, or a processing time before funds are available. TouchPay states its own fee during the transaction before you confirm it, and 914-231-1000 is the county side of that question.

Commissary Gifts Are a Different System

If you want to send specific goods rather than money to spend, that runs through iCare, ordered online with a credit card.

It is a separate service from TouchPay with its own catalogue and its own limits, so an iCare order does not draw on a TouchPay balance and vice versa.

Packages Have Their Own Window

Physical packages handed in at the jail are on a schedule that trips people up:

Hours
Monday to Friday9 to 10:45 AM
Closed10:45 AM to 1:30 PM
Monday to Friday1:30 to 4:30 PM

The county publishes separate acceptable items lists for male and female residents. Check the right one before buying, because an item that is fine on one list may not be on the other.

Bail Is Not a Deposit

Bail does not go through TouchPay, and the rules are different in a way that catches families out.

At the jail: cash in United States currency, or a major credit card. Nothing else. Not a cheque, not a money order, not a bank transfer.

Online or by phone: a major credit card.

Anything else: has to be posted at the court of record instead, not at the jail.

Bail can be posted 24 hours a day, seven days a week, which is genuinely useful at 3 in the morning. The county does warn that the process takes time, and asks people to bring the required documentation to speed it up.

Find Out the Amount First

Before any of this, you need to know what bail actually is, and the lookup will not always tell you.

Call the information line on 914-231-1000. The county states it can give you bail status and the amount of bail, along with the arresting agency and visiting information. That call is worth making before you drive to Valhalla with cash.

The lookup guide covers why the online tool may not show your person at all.

Q

How do I put money on someone's account at the Westchester County Jail?

Through TouchPay, either at the kiosks in the jail lobby or on the TouchPay website. The kiosks serve both male and female residents, Monday to Friday from 9 AM to 9 PM, and you need valid photo identification to use them. The website takes a major credit card at any hour.

Q

What does a deposit cost?

The county does not publish a fee, a deposit limit or a processing time, and we are not going to estimate any of them. TouchPay shows its own fee during the transaction before you confirm it, and the information line on 914-231-1000 can answer the county side.

Q

What is the difference between TouchPay and iCare?

TouchPay puts money on an account for the person to spend. iCare sends specific goods you choose from a catalogue. They are separate systems with separate balances, so an iCare order does not draw on money you put through TouchPay.

Q

How do I post bail?

At the jail it is cash in United States currency or a major credit card, and nothing else, which rules out cheques, money orders and transfers. Online and by phone it is a major credit card. Any other form of payment has to be posted at the court of record instead. Bail is taken 24 hours a day, seven days a week.

Q

How do I find out how much bail is?

Call 914-231-1000. The county states that line can give you bail status and the amount of bail, plus the arresting agency and visiting information. Worth doing before you travel, because the online lookup does not display everyone in custody and may not show the figure.

Send Money
Q

When can I drop off a package?

Monday to Friday, 9 to 10:45 AM and 1:30 to 4:30 PM. The window is shut between 10:45 and 1:30, and that closure is firm rather than a lunch break you can wait out at the counter. Check the acceptable items list for male or female residents before buying anything.

Send Money
Q

Can I send money from outside Westchester?

Yes, through the TouchPay website, which takes a major credit card at any hour and does not require you to be in the county. The kiosks are the in person option and only run on weekday hours, so the online route is the practical one for anyone travelling from a distance.
