How to Send Mail to Upshur County Jail

Personal Letters and Cards

Personal letters, cards, and documents go to the NCIC scanning center, not directly to the jail. Once scanned, the mail is delivered to the inmate electronically. They can read it on a kiosk or tablet inside the facility.

Every piece of mail must include the inmate’s full name, their SO number, and your return address. Mail without an SO number or return address may not reach the inmate.

Rules You Must Follow

The NCIC scanning center has strict requirements. Mail that does not follow these rules will not be scanned and will not be returned to you.

Page limit: Max 5 pages per mailing. Anything over 5 pages will not be scanned.

Front side only: Write and print on the front of each page only. Do not write on the back. Any mail with writing on the back will be returned to sender.

Envelope size: The envelope must be no larger than 8.5 inches wide by 11 inches tall.

Photos: Max 1 photo per mailing. If you include more than 1 photo, the entire letter and all contents will be returned without scanning.

Important: Mail sent to PO Box 591 in Longview is destroyed after scanning. Once it is processed, it will not be returned to you for any reason.

Photos

You can include 1 photo per mailing. Include it with your letter inside the envelope and address the envelope to PO Box 591, Longview, TX 75606. Photos are scanned along with the letter and delivered electronically.

Legal and Medical Mail

Legal and medical mail must go directly to the facility at:

Label the envelope clearly as legal mail or medical mail. Legal mail is opened and inspected in the inmate’s presence.

Books, Magazines, and Newspapers

Books, magazines, and newspapers cannot go to the NCIC scanning center. They must be mailed directly to the facility at 405 N Titus St, Gilmer, TX 75644. Call 903-843-2541 to confirm any specific book policies before sending.
