This is the same centralized address WVDCR uses for every facility it operates, including Mount Olive, the state’s maximum security prison. Write the full facility name exactly: “Mount Olive Correctional Complex,” with no abbreviations. Include the person’s OID number, which you can find with the WV offender search. Your return address must show your complete first and last name; initials alone will cause problems with delivery.
How the Centralized Mail System Works
Letters sent to the Phoenix, Maryland address are opened, scanned, and the scanned image is delivered to the person electronically. It is not handed over as a physical letter. This applies at Mount Olive the same as at every other WVDCR facility, regardless of security level.
Photos Are Not Allowed
WVDCR’s mail policy does not permit photographs in inmate mail. If an envelope contains a photo, the entire envelope, including the letter, is returned to the sender. If you want to share photos, ask about the facility’s approved tablet or kiosk photo-sharing options instead of mailing prints.
One Offender Per Envelope, No Attachments
Each envelope can only contain a letter for one person. If it includes mail addressed to or intended for more than one offender, it is returned. The same applies to any attachments or enclosures, such as printed articles, drawings on separate pages, or cards: handwritten or typed letters are the only items that get scanned and delivered. Anything else included with the letter can cause the whole envelope to be returned.
What Not to Send
- Photographs of any kind. The whole envelope is returned if one is included.

- Attachments, enclosures, stickers, or anything beyond the letter itself
- Mail addressed to more than one person in the same envelope
