Overview

The West Virginia Division of Corrections and Rehabilitation (WVDCR) does not accept inmate mail at Tygart Valley Regional Jail. Every letter goes to one central address in Phoenix, Maryland, where it is scanned and delivered to the person electronically. Mail sent to 400 Abbey Road will not reach them. Photographs are not allowed at all, and an envelope containing one is returned to you.

Two details on that envelope decide whether the letter arrives. The OID number identifies the person, and you can find it with the WV regional jail offender search. The facility name has to be spelled out in full, because the scanning center uses it to route the letter. “TVRJ” is not enough.

Your return address goes in the upper left with your full first and last name. WVDCR does not accept initials.

Do Not Mail 400 Abbey Road

400 Abbey Road is where you go to visit in person. It is not where mail goes. A letter sent to the street address will not reach the person you are writing to.

What Happens to Your Letter

The scanning center opens your envelope, scans the pages, and delivers the images to the person electronically. They read your letter on a tablet or kiosk rather than holding the paper you sent.

Send one person per envelope. If a single envelope contains letters for two people, the whole thing is returned.

Legal mail is the exception. Privileged correspondence from an attorney is handled separately and opened in front of the person.

Photos Are Not Allowed

WVDCR does not permit photographs in inmate mail anywhere in the state, including Tygart Valley. If your envelope contains a photo, it is returned to the sender along with everything else inside it, so the letter is lost too.

That also rules out anything with an image attached: photo greeting cards, printed pictures, and cards with inserts. WVDCR contracts with GettingOut, operated by ViaPath Technologies, for calls and video visits, but it does not publish a way to send a photo digitally. We could not confirm one exists.   • Letters for more than one person in the same envelope

Violating any of these sends the entire contents back to you.
