Three Forks Regional Jail publishes nothing at all about inmate mail. No mailing address, no format, no list of what is allowed or prohibited, no photo size or count limits, and no statement about how legal mail is handled. This is not a case of a rule being hard to find. We went through the site page by page and it is genuinely not there. Because a growing number of jails route personal mail to an off-site scanning company in another state, the jail’s street address in Beattyville cannot be assumed to work for letters, and a letter sent to the wrong address is usually returned or destroyed rather than delivered.
Being specific about the search matters, because “we could not confirm” is only honest if the search was real.
The jail’s website has eight content pages: the home page, Administrator, Visitation, Inmate Deposits, Employment, directions, links, and the inmate list. We read every one. We pulled every link off every page, rather than reading the rendered text, in case a document sat in a sidebar or a downloads block. There is no forms block, no related documents block, and no downloads block anywhere on the site.
We asked for a sitemap and a robots file, and both return 404. We tried the Documents directory, which returns 403 and permits only the job application. We probed the obvious page names a mail policy would live at, and each returned 404. We checked the Lee County government site, which does not mention the jail at all, consistent with the jail being run by a separate authority rather than the county.
There is no inmate handbook or family guide published for this facility either, in PDF or on the web.
The only address the jail publishes is its physical location, and even that has a wrinkle. The banner on the jail’s own site reads 2221 Fairgrounds Ridge Rd, while the directions page on the same site reads 2221 Fairground Ridge Rd, singular. That is a small thing for a GPS and a bigger thing for a mail carrier.
A jail’s street address and its inmate mail address are also frequently not the same. Facilities that have moved to third-party scanning publish a PO Box in another state, often in Florida or Maryland, and mail sent to the physical jail is returned. Three Forks says nothing either way. Sending a letter to 2221 Fairgrounds Ridge Rd is a reasonable guess, and a guess is exactly what it would be.
