Phone calls at Moore County are outbound only. The person inside must initiate the call by dialing your number from a phone at the facility. You cannot call in to the jail and be connected to someone in custody.
When the person calls, you receive the call through your phone or through the NCIC app. If you have a funded NCIC account, prepaid collect calls connect at $0.21 per minute and the cost comes off your balance. If you do not have a prepaid account, non-prepaid calls cost $0.25 per minute.

1. Create your NCIC account
Go to ncic.com or download the NCIC app. Click “Create Account” and enter your name, email address, and phone number. Verify your email to activate the account.
2. Select the facility
Log in and navigate to the facility selection. Choose North Carolina, then Moore County Detention Center.
3. Add your phone number
Add the phone number the person will call you on. NCIC only connects calls to approved numbers on your account. If your number is not on the list, the call will not go through.
4. Fund your account
Add money to your NCIC account to cover call costs. NCIC charges a $3.00 funding fee per transaction. If you prefer to set up your account by phone with a live agent, NCIC charges a $5.95 setup fee for that method.
5. Tell the person inside
Let the person know your number is active on NCIC and the account is funded. They need to request your number be added to their approved call list from the facility side.

A $3.00 fee is added each time you fund the account. Choose a deposit amount that covers multiple calls to reduce the frequency of funding fees.
All calls at Moore County are monitored and recorded by the facility. Attorney-client calls may be handled differently: if the person’s attorney needs to call or receive a call, they should contact the jail directly at (910) 947-2980.
Do not discuss pending charges, legal strategy, or anything that could be used against the person in court during regular calls.
The person in custody can only call approved numbers on their NCIC account list. They submit number requests to the facility, and approved numbers are added. If your number is not approved, the call will not connect.
If you change your phone number, update your NCIC account and notify the person inside so they can update their approved list at the facility.
If you do not want calls from someone at Moore County, contact NCIC at 800-943-2189 to block their calls to your number. You can unblock at any time the same way.
If you do not have an NCIC account, the person can still attempt a non-prepaid collect call. The cost is $0.25 per minute. Not all phone plans accept collect calls: check with your carrier if calls are not connecting.
The prepaid collect option through a funded NCIC account is usually simpler and costs less per minute.
