Overview

New York routes every prison deposit through JPay, and Fishkill is no exception. There are four ways in and they trade cost against speed: a posted money order costs nothing but is slowest and needs paperwork, an online deposit lands quickly but carries a fee, MoneyGram takes cash for a flat four dollars, and the lockbox at the facility itself works on a visit day. The department adds no commission to any of them.

Quick Facts

  • 1 JPay handles deposits for all 41 New York prisons
  • 2 Lockbox by post: JPay, PO Box 531190, Miami, FL 33153
  • 3 Posted deposits are free but need a facility deposit slip
  • 4 Cap of $999.99 per money order or check
  • 5 Online, app and phone fees run $1.75 to $4.75
  • 6 MoneyGram receive code 1317, $4 for a cash deposit
  • 7 A visit-day lockbox at the facility charges nothing
  • 8 NYSDOCCS takes no commission on any deposit

Start With the Deposit Slip

The free route has a prerequisite, and it is the reason posted deposits go astray.

A money order sent to the Miami lockbox has to travel with a JPay deposit slip issued by the facility. The slip carries the coding that matches the money to the right person at the right prison. Without it, the lockbox has a money order and no reliable way to place it.

The slips come from the facility. The person inside requests them and posts them out, so ask for a few at once rather than one at a time.

By post, free

Make the money order or check out as the deposit slip directs, attach the slip, and send it to:

JPay
PO Box 531190
Miami, FL 33153

Cap: $999.99 per money order or check. Larger amounts have to be split across instruments.

Online, by app, or by phone

JPay’s own channels take card payments and post fastest. The fee runs $1.75 to $4.75 depending on the amount, and JPay keeps it.

The phone line is 1-800-574-5729.

MoneyGram, in cash

Receive code 1317. A cash deposit through a MoneyGram agent costs a flat $4.00. This is the route for a family without a bank card, and it is the cheapest fast option.

At the facility, on a visit day

Each New York prison keeps a lockbox for deposits made in person, and there is no fee. If you are already driving to Beacon for a visit, this is free and immediate.

Where the Money Goes Once It Lands

Deposits go to a single account the person uses for commissary. New York runs commissary on a fortnightly cycle: a buy every two weeks, funds permitting and no disciplinary restriction in the way.

There is no separate phone account to fund. New York made all calls free on August 1, 2025, so money that used to go to a phone balance now has nowhere it needs to go. If you still hold a balance with the phone provider from before that date, you can ask for it back.

Do Not Put Money in a Letter

New York inspects incoming mail for exactly this, and the outcome is not a warning.

Cash, checks and money orders found in the post are returned to sender, with a JPay deposit slip enclosed to tell you how it should have been done. The money is not lost, but it is weeks delayed, and the letter it came with may be delayed with it.

Packages Are a Separate Problem

Money is straightforward here. Sending goods is not, and families conflate the two.

New York moved to approved vendors only. Packages must ship from a vendor by USPS, FedEx or UPS. Nothing may be brought to a visit, and nothing may be posted by a family member directly. This is governed by Directive 4911, and the department publishes a disapproved vendor list rather than an approved one, so the check before ordering is that your vendor is not on it.

Volume limits, statewide: three food packages a month, no more than 40 pounds combined, and two non-food packages a year from family or friends.

Fishkill publishes no package room address, no facility-specific vendor list and no commissary price list of its own.

If They Move to Another Prison

The account follows the person. What does not follow is your habit: if they move from Fishkill to another prison, the deposit slips you are holding are for the wrong facility, and mail and deposits both need re-checking against the lookup.

Fishkill is a prison people move into and out of for medical reasons rather than one where they settle for years, so this happens more here than at a general confinement prison.

Deposit Figures Nobody Publishes

  • A commissary spending cap at this facility, or statewide.
  • A commissary price list for Fishkill.
  • Any deposit minimum.
  • How long a posted deposit takes to clear. JPay does not publish a figure for the lockbox route.

Families Also Ask

6 of 8 questions

Q

What is the cheapest way to send money?

A money order posted to the JPay lockbox at PO Box 531190, Miami, FL 33153, which costs nothing. It needs a deposit slip issued by the facility, and it is the slowest route. If you are visiting anyway, the lockbox at the prison is also free and much faster.

Send Money
Q

What is the deposit slip and where do I get one?

A slip the facility issues that carries the coding matching your money to the right person at the right prison. The incarcerated person requests them and posts them out to you. Ask for several at once, because a money order that reaches the Miami lockbox without one is a problem to untangle.

Send Money
Q

How much can I send at once?

Money orders and checks to the lockbox are capped at $999.99 each. Larger amounts have to be split. New York does not publish a separate weekly or monthly cap on how much an account can receive.

Send Money
Q

Can I send cash in a letter?

No. New York inspects incoming mail for cash, checks and money orders, and anything found is returned to sender with a JPay deposit slip enclosed. You do not lose the money, but you lose weeks, and the letter may be held up with it.

Send Money
Q

Do I need to put money on a phone account too?

Not any more. New York made all calls free on August 1, 2025, so there is no phone balance to maintain. If you funded a Securus account before that date, you can request a refund of what is left on it.

Phone Calls
Q

How do I send money without a bank card?

MoneyGram, using receive code 1317, takes cash at an agent for a flat $4.00. That is the cheapest fast route for a family without a card, and considerably quicker than posting a money order to Miami.

Send Money
Q

Can I send a care package?

Only through an approved vendor. New York does not allow family members to post packages directly or bring them to a visit. Vendors ship by USPS, FedEx or UPS. The statewide limits are three food packages a month, 40 pounds combined, and two non-food packages a year. DOCCS publishes a disapproved vendor list, so check yours is not on it.

Mail & Photos
Q

Does the prison take a cut?

No. NYSDOCCS states it takes no commission on deposits. The fees on the online, app, phone and MoneyGram routes are the transfer companies' own, and the two free routes, the posted lockbox and the lockbox at the facility, have no fee at all.
