Overview

Tulare County contracts inmate phone service to ICSolutions, the same company that runs its video visits. Calls only travel one way: the person inside places a collect or debit call, and the jail does not connect incoming calls or pass along messages except in an emergency at a sergeant’s discretion. There is one useful exception to that, a voicemail line that lets you leave a 30-second message. Setting up an account can be done three ways, including by mail if you would rather not put a card online.

Three Ways to Open an Account

Online at icsolutions.com, or by phone on 888-506-8407, which is answered 24 hours a day, every day of the year.

By mail, which is worth knowing if you would rather not enter card details online. Send a cashier’s check or money order to:

ICSolutions
ATTN: Customer Service
2200 Danbury Street
San Antonio, TX 78217

What you include depends on which account you are opening. For an inmate debit account, send your name, address, daytime phone number, the facility name, and the person’s name and ID number. For a prepaid account, send your name, address, the phone number that will receive the calls, and the facility name.

The difference matters. A prepaid account is attached to your phone number and pays for calls to it. A debit account belongs to the person inside and lets them call whoever they need to.

The Voicemail Line

This is the part most families do not know exists. 559-366-9800 takes a 30-second message for someone inside.

Three things have to be in place first: a prepaid account with money on it, your ICSolutions PIN, and the person’s inmate ID number from the county roster.

It is not a conversation, but for a time-sensitive message it beats waiting for the next call, given the jail will not pass one along.

Calls Come Out, Not In

The county states plainly that incoming calls are not allowed and that no messages will be taken unless the matter is of an emergent nature, which is at a sergeant’s discretion.

So a family cannot call the jail and ask to speak to someone. What 559-735-1700 is useful for is confirming that a person is in custody and which facility they are in.

Tablets

The county’s Grand Jury reports record that inmates use ICSolutions video tablets to talk with family and legal representatives, which lines up with the video visitation service running through the same vendor.

What is not published is whether tablets carry messaging separate from video visits, or what any of it costs beyond the $7.50 video visit price.

What We Could Not Confirm

  • Per-minute call rates, local or long distance
  • Any limit on call length or number of calls per day
  • How to block or unblock a number
  • Whether international calls are possible
  • Whether phone funds and commissary funds are the same account

That last one is the practical trap. Deposits for commissary run through Access Corrections, and phone service runs through ICSolutions. Two vendors usually means two accounts, but Tulare County does not say so, and a family who funds the wrong one loses time. Ask before you deposit.

6 of 7 questions

Q

Which company handles phone calls at Bob Wiley?

ICSolutions. Customer service is 888-506-8407, staffed 24 hours a day, every day. The same vendor runs Tulare County's video visits.

Phone Calls
Q

Can I call the jail and speak to my person?

No. Tulare County states that incoming calls are not allowed and that messages will not be taken unless the matter is an emergency, judged at a sergeant's discretion. Calls come out from the facility only. What the jail line is good for is confirming custody and location.

Phone Calls
Q

Is there any way to get a message to someone?

Yes. ICSolutions runs a voicemail line at 559-366-9800 that takes a 30-second message. You need a funded prepaid account, your ICSolutions PIN, and the person's inmate ID number from the county roster.

Phone Calls
Q

How do I set up an account without going online?

Send a cashier's check or money order to ICSolutions, ATTN: Customer Service, 2200 Danbury Street, San Antonio, TX 78217. For a prepaid account include your name, address, the phone number that will take the calls, and the facility name. For an inmate debit account include your name, address, daytime phone, the facility name, and the person's name and ID number.

Phone Calls
Q

What does a call cost?

Not published. Neither the county nor ICSolutions publishes a per-minute rate for this facility. Ask at 888-506-8407 before funding an account, and ask whether local and long-distance rates differ. The only published price on the communications side is the $7.50 video visit, which is a different service.

Phone Calls
Q

What is the difference between a prepaid and a debit account?

A prepaid account is tied to your phone number and pays for calls to it. An inmate debit account belongs to the person inside and lets them call any approved number. Which one you want depends on whether you are the only person they need to reach.

Phone Calls
Q

Will money I put on the books pay for calls?

Unconfirmed, and worth asking first. Commissary deposits go through Access Corrections and phone service goes through ICSolutions, two separate companies. Tulare County does not state whether the accounts connect.
