Overview
Tulare County uses Access Corrections for inmate deposits. There are four ways to send money: the website, the mobile app, a kiosk in the jail lobby that takes cash, and a phone line answered by a live bilingual agent. You need three things before you start: the person’s ID number from the county roster, their first and last name, and the facility name and location. Funds are available to the person as soon as the deposit goes through, which is faster than many county systems.

Tulare County states that funds are immediately available to the person once the transaction completes. That is worth knowing when someone needs money for a phone call today rather than at the end of the week.
The Kiosk Changed, and It Trips People Up
The lobby kiosk used to take a walk-up cash deposit. It no longer does on its own. Tulare County now states that the kiosk requires you to log into an existing Access Corrections account or create a new one before it will take a deposit or payment.
If you are driving to the jail with cash, set the account up on your phone before you go, or expect to do it standing at the machine.
What the Fee Is
Tulare County’s page says only that “Access Corrections charges a service fee for each transaction” and that “amounts vary based on the payment method and amount.” No fee schedule is published, and the vendor shows the exact charge inside the deposit flow rather than on a public page.
Read the fee on screen before you confirm, and compare the app against the kiosk once, since the amount can differ by payment method.
Deposit limits aren’t published either. If you’re sending a larger sum, call 559-735-1700 first to confirm there’s no cap.
Care Packages Are a Different Vendor
Commissary care packages do not go through Access Corrections. Tulare County sends families to mycarepack.com, where you select the state, then the county, then gift packages.
The county publishes no prices, no size limits and no delivery schedule for these, so treat the vendor’s own checkout as the source for all three.

Q
How do I send money to someone at Bob Wiley?
Through Access Corrections. You can use accesscorrections.com, the mobile app, the kiosk in the jail lobby, or call 866-345-1884 for a live bilingual agent. Have the person's ID number, their first and last name, and the facility name ready.

Q
How long does it take for the money to arrive?
Tulare County states that funds are immediately available to the person once the transaction goes through. That is unusually quick compared with jails that hold deposits for a business day or more.
Send Money
Q
What does it cost?
Not published. The county says only that Access Corrections charges a service fee per transaction and that the amount varies by payment method and by the amount sent. The charge appears in the deposit flow, so read it before you confirm.
Send Money
Q
Can I still put cash in the lobby kiosk?
Yes, but not anonymously any more. Tulare County now states that the kiosk requires you to log into an existing Access Corrections account or create one before it will accept a deposit. Setting the account up before you drive over saves time at the machine.
Send Money
Q
Is there a limit on how much I can send?
Not published by the county or the vendor. If you are sending a larger amount, confirm the cap at 559-735-1700 first.
Send Money
Q
Does money on the books pay for phone calls?
Unconfirmed, and worth checking before you rely on it. Deposits run through Access Corrections while phone service runs through ICSolutions, two different companies. Tulare County does not state whether the accounts are linked. Ask when you call.
Send Money
Q
How do I send a care package?
Through mycarepack.com, which is separate from Access Corrections. Select the state, then the county, then gift packages. The county publishes no prices, limits or delivery schedule, so the vendor's checkout is the place to check all three.
