What You Always Need
Before you send any money, have two things ready:
- Full legal name as it appears in the NC DAC system
- OPUS number: the unique number NC assigns to every person in state custody
Find the OPUS number with the NC OPI offender search. A deposit without the correct OPUS number can be delayed, applied to the wrong account, or returned.
Option 1: Online Through ConnectNetwork
Go to ConnectNetwork.com and create a free account. Search for Randolph Correctional Center, enter the person’s name and OPUS number, and pay with a debit or credit card. Deposits usually post within a few hours.
Fees: Online deposits carry a service fee of $2.48 to $8.16 depending on the deposit amount and payment method. The exact fee is shown before you confirm.
Option 2: By Phone
Call the Trust account line at 888-428-1845 or the AdvancePay line at 800-483-8314. Have the person’s name, OPUS number, and a debit or credit card ready.
Fees: Phone deposits carry a fee of $3.27 to $8.95 depending on the amount.
Option 3: Western Union
Use Western Union’s Quick Collect service. The code is NCDAC TRUST. You can send money in person at a Western Union location or online at westernunion.com.
Fee: $3.00 flat fee per transaction.
You need the person’s full legal name and OPUS number when completing the Western Union form.
Option 4: Money Order (No Fee)
Mail a money order payable to:
TouchPay Holdings LLC
PO Box 174
Houston, TX 77001-0174
Write the person’s full legal name and OPUS number in the memo line. Money orders carry no service fee, making this the cheapest deposit option. Processing time is longer than online or phone deposits.
Do not mail cash. Cash sent by mail will not be credited and may be confiscated.
What the Money Covers
Funds deposited to the trust account can be used for:
- Commissary: food, hygiene products, and other approved items purchased through the facility’s canteen
- Phone calls: ViaPath/GTL charges $0.10 per minute through ConnectNetwork. See the phone calls guide for how calling works
- Other authorized purchases as allowed by NC DAC policy
Phone and commissary funds come from the same trust account at Randolph CC. You do not need to set up a separate phone account.

Troubleshooting a Deposit
Deposit not showing up: Online deposits usually post within a few hours. Money orders can take several days. If more than 3 business days have passed, call ConnectNetwork support at 877-650-4249 with your transaction confirmation number.
Wrong account: If you used the wrong OPUS number, the money may have gone to a different person’s account. Call 877-650-4249 immediately with your transaction details to request a correction.
Deposit returned: The most common reason is a missing or incorrect OPUS number. Confirm the number with the NC OPI search and try again.
Account holds: NC DAC may place holds on an account for court-ordered restitution, fines, or other obligations. The person inside can ask facility staff about any holds on their account.
What Happens to Funds at Transfer
If the person transfers to another NC state facility, the trust account balance typically transfers with them. The account stays within the NC DAC system. If they are released, unused funds are returned through an official process. Contact ConnectNetwork at 877-650-4249 or the facility at (336) 625-2578 for specifics.
