Dutchess County Jail, NY

Physical Address 150 North Hamilton Street, Poughkeepsie, NY 12601

Dutchess County's jail in Poughkeepsie, formally the Dutchess County Justice and Transition Center, run by the Sheriff's Office Correction Division. It opened on 13 March 2024 and took over from a 1984 building that was demolished the following September. Most of what families find online still describes the old jail, including its mailing habits, so it is worth checking the date on anything you read.

Quick Facts

The Building Is Two Years Old

  • 1 The Justice and Transition Center opened on 13 March 2024.
  • 2 The 1984 jail it replaced was pulled down in September 2024.
  • 3 A 1995 wing survived and is now used as housing.
  • 4 Older paperwork still calls the whole site the Dutchess County Jail.

Letters and the Building Have Different ZIP Codes

  • 1 Letters go to P.O. Box 1389, Poughkeepsie, NY 12602.
  • 2 The building itself is at 150 North Hamilton Street, in 12601.
  • 3 The street address is the one printed on county letterhead.
  • 4 Property, records requests and visits all use the street address.

Cash Travels Better Than a Money Order Here

  • 1 Cash sent by post is accepted and deposited with no fee.
  • 2 Cheques and money orders sent by post are returned to the sender.
  • 3 The county says that comes from its Rules and Regulations Handbook.
  • 4 Most jails work the other way round, which is what catches people.

Three Visiting Days, Booked in Person Only

  • 1 Visits run on Sunday, Tuesday and Thursday.
  • 2 You have to come to the building to book, every time.
  • 3 There is no phone booking and no website to reserve a slot.
  • 4 Sign in closes 30 minutes before the session starts.

Search by Name on VINE

  • 1 Its own jail page sends you to the state locator page instead.

The county's own jail page hands this question to the state, linking out to the New York State Commission of Correction locator page. VINE takes a name and covers county jails. The staffed jail line is the faster answer in the first day or two after an arrest.

Visits run on three days and every one of them is booked at the building in person. The county states that visitors cannot sign up or reserve a visit by phone, and there is no online system either. Sign in stops 30 minutes before the session. The dress code runs to a full page and it is enforced at the metal detector.

Letters go to a post office box in ZIP 12602, while the building sits in 12601. The county asks for blue or black ink and a one inch margin, because incoming mail is reproduced before it is handed over. A letter with no return address is refused. Photos stop at 5 by 7 inches, with no Polaroids and no frames.

Deposits run through TouchPay Holdings with a 200 dollar ceiling on each one, and care packages go through iCare. The county also takes cash through the post with no fee, which is unusual, while returning cheques and money orders sent the same way. Getting that the wrong way round costs you a week.

Phones here run through ConnectNetwork, the service operated by ViaPath Technologies, and Dutchess sits under Site ID 193. Housing units with Wi-Fi also have tablets that make calls and carry electronic messages. Calls out are the only direction that works, so there is no number anyone can ring in on.

6 of 9 questions

Q

What days can I visit the Dutchess County jail?

Sunday, Tuesday and Thursday. Every visit has to be booked in person at the Justice and Transition Center, and the county states plainly that visitors cannot sign up or reserve a visit over the phone. Sign in closes 30 minutes before the session starts, and the county prints that with no exceptions after it.

Visitation
Q

Where do I send a letter?

To the person's name, then Dutchess County Justice and Transition Center, P.O. Box 1389, Poughkeepsie, New York 12602. That is the county's own wording on its correspondence page. The 150 North Hamilton Street address you see at the bottom of every county jail page is the building's location and its letterhead, not the address for a letter.

Mail & Photos
Q

Why does my letter have to be in blue or black ink?

Because incoming mail gets reproduced before it reaches your person, and the county says other colours do not copy clearly. It asks for one inch of margin on all four sides for the same reason, so nothing gets cut off. A letter with no return address on it is refused and sent back to you.

Mail & Photos
Q

Can I post a money order?

No, it comes back. Dutchess is unusual here: cash sent through the post is accepted and deposited with no service fee, while cheques and money orders sent the same way are returned to the sender. The county attributes that to its Rules and Regulations Handbook. It does not recommend posting cash, but it does take it.

Send Money
Q

How big can a photo be?

Five by seven inches at the largest. Polaroids are not accepted and neither is anything in a frame. Pictures cannot be suggestive, provocative, nude or revealing.

Mail & Photos
Q

Who runs the phones?

ViaPath Technologies, through its ConnectNetwork service, under Site ID 193. Wi-Fi enabled housing units also have tablets that handle calls and electronic messages. If you are getting collect calls you did not agree to, ViaPath customer service is on 1-877-650-4249.

Phone Calls
Q

How do I put money on the commissary account?

Through TouchPay Holdings, which caps each single deposit at 200 dollars. Care packages are a separate system and go through iCare. Neither of those has anything to do with bail, which the courts handle.

Send Money
Q

How do I find someone held at the Dutchess County jail?

The county's own jail page points visitors at the state's locator page. VINE is the tool that covers New York county jails and it does take a name. The staffed jail number, 845-486-3900, is usually faster if somebody was booked in the last day or two.

Inmate Search
Q

Is anyone still held outside the county?

Yes. Dutchess boarded people out to other counties for years while the old jail was over capacity, and it did not stop when the new building opened. The county reported spending 355,970 dollars on out of county housing during 2024, the first year the Justice and Transition Center was open.
