Overview
Visits at the Justice Center are in person and contact, which is becoming rare in New York county jails. They run three days a week in five rounds, and the round you are entitled to depends on the floor your person is housed on. Getting that wrong is the most common reason a family drives to Syracuse and is turned away.
Quick Facts

The Five Rounds
Round
Time
One
11:00 AM to 12:00 PM
Two
12:15 PM to 1:15 PM
Three
1:30 PM to 2:30 PM
Four
4:00 PM to 5:00 PM
Five
5:30 PM to 6:30 PM
There is a gap between round three and round four. Nothing runs between 2:30 and 4:00.
Work Out Your Round Before You Leave
The schedule is not the same on all three days, and it is organised by floor.
Day
Rounds one to four
Round five
Tuesday
2nd and 3rd floors
Not running
Wednesday
2nd and 3rd floors
4th and 5th floors, and unit 5B
Thursday
The whole facility
Unit 5B
So a person on the 4th floor has exactly one option in the week on Wednesday evening, plus Thursday during the day. A person on the 2nd floor has far more.
Where to find the floor. Run the lookup and read the Cell column. The first character is the floor: 2A-17 is the 2nd, 4C-19 is the 4th, 5BSH3 is the 5th and sits in the 5B group that has its own slot.
Registering, and the One Hour Rule
Registration is not optional and it is not done at the door on arrival.
Register at least one hour before you arrive.
Registration opens four hours before the round begins.
Do it at www.ICSolutions.com, or in person at the Justice Center front desk.
There is no visitor application to file, no form number, and no approval to wait on. That is genuinely different from the state prison system, where a visitor form and a background check come first. Here the barrier is timing rather than paperwork.
How Often You Can Come
One visit per day.
Two visits per week, and the week runs from Monday.
Two visitors at a time, and a child counts as one of the two.
Bringing Children
Children are allowed, with documentation that has to be the original.
Anyone 17 or under needs an original birth certificate. A photocopy is refused.
A child under 16 has to be with a parent or legal guardian.
A 16 or 17 year old with someone who is not their guardian needs notarised parental consent as well as the original or certified birth certificate.
What You Cannot Wear
The list is specific, and it is longer than most:
No hooded sweatshirts, and no sweatshirts at all per the handbook
No thermal undershirts or thermal underpants
No see-through clothing
No plunging necklines
No sleeveless tops
No ripped clothing
No shorts or skirts above mid thigh
Nothing obscene
No jewellery except a wedding or engagement ring
No body piercings
No hair pins
Nothing showing gang affiliation
Inside the Visit Room
Visits are contact visits. Physical contact is limited to a brief hug and kiss at the beginning and at the end, and nothing in between.
Other rules that get people removed:
Stay seated for the whole visit
Wear your pass where it can be seen
No cross visiting, which means talking with other people’s visitors
No candy, food or chewing gum
Anyone who appears intoxicated will not be let in
Bringing contraband into the building is not a house rule. It is a criminal charge under New York Penal Law 205.20.
If You Cannot Travel to Syracuse
Video visits run through ICSolutions and cost 7.50 dollars for 30 minutes. They are not available to anyone held in administrative or punitive segregation.
The Other Jail
If your person has been sentenced, they may no longer be at the Justice Center. Onondaga County’s second jail is the Onondaga County Correctional Facility at 6660 East Seneca Turnpike in Jamesville, about seven miles out, on 315-435-5581.
Its visiting schedule is completely different from this one and it runs on different days.
Families Also Ask
6 of 9 questions
Q
What days can I visit the Onondaga County Justice Center?
Tuesday, Wednesday and Thursday. There is no visiting on Friday, Saturday, Sunday or Monday. Within those three days there are five rounds between 11:00 AM and 7:00 PM, with a break between 2:30 and 4:00 when nothing runs.
Visitation
Q
Why can I only visit on certain rounds?
Because the schedule rotates by floor. Rounds one to four serve the 2nd and 3rd floors on Tuesday and Wednesday, then the whole building on Thursday. Round five serves the 4th and 5th floors on Wednesday and unit 5B on Wednesday and Thursday. Your person's floor is the first character of the cell number in the county lookup.
Visitation
Q
Do I have to register before visiting?
Yes, at least one hour before you arrive, and registration opens four hours before the round. You can do it at www.ICSolutions.com or at the Justice Center front desk. There is no application form and no approval process, so the only thing standing between you and a visit is the clock.
Visitation
Q
How many visits am I allowed?
One a day and two a week, with the week counted from Monday. Two visitors can go in at a time, and a child counts as one of the two. So a parent bringing one child has used both places.
Visitation
Q
Can I bring my child to visit?
Yes, with an original birth certificate for anyone 17 or under. A photocopy will not be accepted. A child under 16 has to be with a parent or legal guardian, and a 16 or 17 year old coming with anyone else needs notarised parental consent as well as the birth certificate.
Visitation
Q
Are visits contact visits?
Yes, which is becoming uncommon in New York county jails. Physical contact is limited to a brief hug and kiss at the start and at the end of the visit. For the rest of it everyone stays seated, and cross visiting with other people's visitors is not allowed.
Visitation
Q
What should I not wear?
No hooded garments or sweatshirts, no thermal undershirts or underpants, nothing see-through, no plunging necklines, no sleeveless tops, nothing ripped, and no shorts or skirts above mid thigh. Jewellery is limited to a wedding or engagement ring. Body piercings, hair pins and anything showing gang affiliation are all refused.
Visitation
Q
Is there a video visit option?
Yes, through ICSolutions, at 7.50 dollars for 30 minutes. It is not available to anyone in administrative or punitive segregation. For families outside Syracuse it is often the more realistic option given how narrow the in-person rounds are.
Visitation
Q
What happens if I turn up without registering?
You will not be admitted to that round. Registration has to be complete an hour before you arrive, so there is no way to fix it at the door. If you are already in Syracuse, the practical move is to register for a later round that your person's floor qualifies for, if one is running that day.
