Q
Where do I send a letter to someone at the Oswego County Jail?
To PO Box 807, Syracuse, NY 13201. Write the complete facility name and state on the first line, so Oswego County Jail, NY, then their full name and inmate ID number. The county's own notice gives that format. Post nothing to 39 Churchill Road, because personal mail is no longer received there.

Q
Why does my letter go to Syracuse?
Because personal mail here has gone digital. Letters, pictures and drawings are scanned and delivered to your person through the Facility Messages app on their tablet, under the free profile. The envelope you post is handled at the Syracuse box rather than at the jail.

Q
What should not go to the Syracuse box?
Cheques, money orders and attorney-client privileged mail. The county's notice says those follow the facility's own guidelines instead and must not be sent to the new address. Getting that wrong is how a money order disappears into a scanning queue.

Q
What are the visiting hours?
Sessions run at 8:30 to 9:30, 10:00 to 11:00, 12:30 to 1:30 and 2:00 to 3:00. Visits are booked by ringing 315-349-3346 between 8:00 AM and 3:00 PM, one day in advance, and only one visit can be booked at a time. Each person gets one visit a day and two a week, with two visitors per visit.
Visitation
Q
How early do I need to get there?
Fifteen minutes before the session starts, and that is the deadline for being signed in rather than for arriving in the car park. The county states plainly that visitors who do not sign in 15 minutes prior will be denied.
Visitation
Q
What do I need to bring for a child?
An original birth certificate with an official raised seal. A photocopy will not do. The child has to be with a parent or legal guardian. If neither can attend, there is a Juvenile Permission to Visit form, and it has to be notarised when the parent is not present to sign it in front of staff.
Visitation
Q
Who runs the phones?
ViaPath Technologies, through ConnectNetwork. The only product listed for this jail is AdvancePay, which the vendor describes as a prepaid phone account set up by family or friends to receive inmate calls. So the account is opened and funded on your side rather than theirs.
Phone Calls
Q
How do I put money on an account?
Through Access Corrections, which is the vendor the county links for payments. The vendor shows its own fee before you confirm a payment.
Send Money
Q
Can I send a book?
Yes, but soft cover only, with no threading or stitching, and it has to be new and come direct from a distribution company. The county cites the state regulation for that. Anything not on its allowable items list has to be bought through commissary instead, apart from food and hygiene items.
