Two Addresses: Use the Right One

ODRC runs a centralized Mail Processing Center (OMPC) in Youngstown for personal inmate mail. The address you use depends on what you’re mailing.

Personal Letters and Cards

Use the OMPC address for all letters and cards:

This has been in effect since November 13, 2023. Mail sent to the Caldwell facility address may be forwarded, but expect delays.

Legal Mail, Books, Magazines, and Newspapers

Send these directly to the facility:

Legal mail from attorneys and courts is delivered directly. Books and publications from approved publishers or retailers also go to the facility address.

Letters and Cards

Write clearly on plain paper in a standard envelope. Include the inmate’s full legal name and ODRC number. Content that includes threats, describes illegal activity, or could compromise facility security may result in the mail being rejected.

Photos

Photo policies vary by ODRC facility. Call (740) 732-5188 before mailing photos to confirm:

• Whether photos are accepted
• Maximum number per envelope
• Accepted print size
• Content restrictions (no explicit images, no gang symbols)
• Format requirements (no Polaroids, no laminated images)

Books and Publications

Books and magazines must typically come directly from an approved publisher, retailer, or library. Personal copies sent from home may be rejected. Call (740) 732-5188 to confirm current publication rules before ordering.

Legal Mail

Mail from attorneys, courts, and government agencies is treated as privileged legal mail. Send it directly to the Caldwell facility address, not to OMPC. Mark the envelope “Legal Mail” and include the attorney’s bar number or firm letterhead. Legal mail is opened only in the inmate’s presence.

No Cash

What to Do If Mail Is Rejected

Call (740) 732-5188 to ask why. Common causes include using the wrong address, prohibited content, or missing inmate name and ODRC number.
