To find an inmate at North Central Regional Jail, use the West Virginia Offender Information System (WV OIS) at apps.wv.gov/OIS/OffenderSearch/RJA/Offender/Search. This is the official state database for all WV regional jails. Search by name to find the person and get their OID number. You need the OID number to send money through ConnectNetwork, address mail correctly, and set up a GettingOut phone account. The search is free and requires no account.
The WV Offender Information System is the official state search tool for all West Virginia regional jails, including North Central. Here is how to use it.
Step 1: Go to apps.wv.gov/OIS/OffenderSearch/RJA/Offender/Search. This is the official WV DCR regional jail offender search.
Step 2: Search by name. Enter the inmate’s last name, or last name and first name. The system searches across all WV regional jails.
Step 3: Find the inmate in the results. Look for the record showing North Central Regional Jail as the current location. Click the name to see their full record, including their OID number and custody status.
Step 4: Write down the OID number. You’ll need this for everything else: sending money through ConnectNetwork, addressing mail with the correct OID, and setting up a GettingOut phone account.
You can also check the daily active inmate list at apps.wv.gov/OIS/OffenderSearch/RJA/Daily to see everyone currently held at North Central on a given day.
If your search doesn’t return the person you’re looking for, a few things may explain it.
They may have been transferred. WV regional jails sometimes move inmates between facilities depending on housing availability. The WV OIS search covers all regional jails, so if they were moved, they should still appear with their new location.
They may have been released. If they bonded out or were discharged, they won’t appear as active.
They may have arrived recently. New bookings can take a short time before appearing in the system.

The OID number is the unique identifier assigned to each person in the WV corrections system. Mail sent without the correct OID may not be delivered. Money deposits require it to route funds to the right account. Phone account setup through GettingOut also requires it. Get it from the WV OIS search before you do anything else.
