Northeast Ohio Correctional Center holds two separate populations under two different contracts: Ohio state inmates through the Ohio Department of Rehabilitation and Correction (ODRC) and federal detainees through the U.S. Marshals Service (USMS). Which database to search depends entirely on which population your loved one is in. ODRC sentenced inmates appear in the official Ohio offender search. USMS detainees do not appear there and may not appear in any public database, so the only reliable way to confirm they’re at NEOCC is to call the facility.

Step 1: Determine Which Population Applies

NEOCC operates under two separate contracts:

  • ODRC contract: Ohio felony inmates serving sentences of 6 months or more, transferred to NEOCC by ODRC.
  • USMS contract: Federal pretrial detainees and holdovers awaiting court proceedings, placed by the U.S. Marshals Service.

The two populations are housed separately and have different rules for visitation, money, and mail. Knowing which applies to your loved one tells you exactly where to search.

If the person was convicted of a state felony in Ohio, start with the ODRC search. If they are awaiting federal charges or trial, call the facility directly.

Step 2A: ODRC Offender Search (State Inmates)

The official lookup tool is the Ohio Department of Rehabilitation and Correction Offender Search at appgateway.drc.ohio.gov/OffenderSearch.

What you can search by:

  • First and last name
  • ODRC offender number
  • County of conviction
  • Upcoming hearing date

What the results show:

  • Current facility name and location
  • Sentence start and projected release dates
  • Security classification
  • Parole or supervision status
  • Scheduled hearings

Search tips:

  • Use the full legal name as it appears on court documents. A nickname will not return results.
  • If you get multiple results for a common name, narrow by county or birth date.
  • The system updates regularly, but transfers to NEOCC may take 24 to 48 hours to reflect.

Step 2B: For USMS Detainees: Call the Facility

Federal detainees held under the USMS contract are not listed in the ODRC offender search. There is no public-facing USMS facility lookup that reliably covers contract detention facilities like NEOCC.

Call NEOCC directly at (330) 746-3777 and ask to confirm placement. Have the person’s full legal name and date of birth ready.

You can also try the BOP inmate locator at bop.gov/inmateloc/ if the person has a federal conviction and a BOP register number. Note that NEOCC is not a BOP facility, so sentenced federal inmates are not typically placed there.

Why the Search Might Come Back Empty

If your search returns no results, consider these possibilities:

  • Wrong population: You searched ODRC, but the person is under USMS contract (or vice versa).
  • Recent transfer: NEOCC may not yet show in the system if the transfer happened within the last 24 to 48 hours.
  • Name mismatch: The system uses legal names only. Middle names, suffixes, and hyphenated last names matter.
  • Released or transferred: The person may have moved to another facility or been released.
  • Discharged to supervision: Released inmates on parole or community control still appear in the ODRC system but show a supervision status rather than a facility.

After You Find Them

Once you confirm the person is at NEOCC, these steps are the same whether they’re an ODRC inmate or USMS detainee:
