Northeast Ohio Correctional Center uses the ViaPath platform, managed through ConnectNetwork, for inmate phone calls. To receive a call, you need an active ConnectNetwork account with your phone number registered and funds available to cover the call charges. Your loved one must initiate every call from inside NEOCC. All calls are recorded and monitored. If you’re also sending money to the inmate’s commissary account, note that phone and commissary accounts are separate at NEOCC. Funding one account does not fund the other.
NEOCC uses ViaPath’s ConnectNetwork platform for all inmate phone calls. This is the same system used across many CoreCivic facilities, but the rates and call limits at NEOCC are specific to this facility. Your loved one dials out from a facility phone or tablet and the call connects to your registered number. You cannot dial into the facility.
All calls are subject to recording and monitoring by NEOCC staff and may be shared with law enforcement. Legal calls to attorneys may qualify for a separate privileged call process. Ask the inmate’s unit team about attorney call procedures.

Once your account is set up, add the phone number your loved one will call. This must be done before any call can connect. If your number is not registered in the system, the call will not go through.
You can register a landline or a mobile number. Check the ConnectNetwork website for any restrictions on VoIP numbers.
ConnectNetwork offers prepaid options where you load funds into your account and call charges are deducted as calls come through. You can also set up recurring payments so the account stays funded.

This is one of the most common points of confusion at NEOCC. The JPay/ConnectNetwork account you use to send commissary money is separate from the ConnectNetwork phone account you use to receive calls. Funding one does not carry over to the other.

If calls were connecting before and have stopped, call ConnectNetwork support or NEOCC at (330) 746-3777 to ask whether there are any account holds.
CoreCivic facilities, including NEOCC, typically offer tablet-based messaging and video as an alternative to phone calls. If NEOCC has activated this option, inmates can use the tablet system to send messages and schedule video visits. Contact NEOCC at (330) 746-3777 to confirm whether tablet messaging is currently available.
