Visit Schedule for ODRC Inmates
NEOCC runs two visitation sessions per day, four days a week for ODRC sentenced inmates:

TPU (Transitional Program Unit) inmates are restricted to Thursdays only, 9:00 AM to 11:30 AM.
Visitation is closed on all major holidays. There is no Monday, Tuesday, or Wednesday visitation for ODRC inmates.
Each inmate is allowed one visit per month. Cancellations must happen one day in advance. If you don’t show up for a scheduled visit, the inmate is charged a visit for that month. Cancel if your plans change.
Step 1: Get on the Approved Visitor List
You cannot walk in and visit without prior approval. Here’s how to get added:
- Email [email protected] with your name and relationship to the inmate, plus the inmate’s full name and ODRC number.
- Send the request no later than 7 days before your planned visit and no earlier than 30 days out.
- NEOCC processes 2 visit requests at a time for ODRC inmates.
- Wait for confirmation before making travel plans.
Minors must also be on the approved visitor list before they can enter.
Step 2: Reserve Your Session
Once approved, call (330) 746-3777 ext. 21020 or 21076 to reserve a session. Reservations are taken Wednesday through Sunday, 8:00 AM to 2:30 PM. Walk-ins without a reservation are not guaranteed entry.
Who Can Visit
Each session allows up to 4 visitors at a time. Infants and toddlers who can be seated on an adult’s lap do not count toward the 4-person limit.
All visitors 18 and older must have a valid, unexpired photo ID. Accepted IDs include:
- Driver’s license
- State-issued ID
- Passport
- Green card or visa
- Indian Tribe ID card
- Consulate cards (Mexican consulate cards are not accepted)
Children over 10 must follow the adult dress code.
Dress Code
NEOCC enforces a detailed dress code. Violating it means you don’t get in.
Not permitted:
- Spandex, leggings, or body suits
- See-through, sheer, mesh, lace, or net fabric (even under another shirt)
- Ripped or torn clothing
- Shorts of any kind (capri pants are allowed but must reach the calf)
- Tank tops or camisoles (all shirts must have sleeves)
- Button-down shirts or zipper sweaters
- Open-toe or open-heel shoes, including Crocs and sandals
- Clothing exposing the midriff, stomach, back, shoulders, underwear, bra, or chest
- Camouflage patterns or clothing resembling a security uniform (scrubs must not be a single solid color)
- Clothing referencing gangs, drugs, or alcohol
Dresses and jumpers must fall below the knee. If there is a split, it must stop at the knee.
Coats, jackets, raincoats, and baseball caps may be scanned and secured at the front entry. They are not worn into the visitation room.
Electronics: No electronic devices beyond the outer gates except a non-smart watch. No cell phones.
What to Bring Into the Visiting Room
You may bring up to $20 in coins or one debit card for use in the vending machines. No cash in bills, no purses, no diaper bags, and no clutches inside the building.
If you have an infant: 5 diapers, 1 plastic bottle, 1 plastic baby food container, and 1 pacifier are permitted. All wipes must be in a clear plastic bag. Sippy cups must be clear. Toys are not permitted inside.
Female visitors may bring a reasonable amount of personal hygiene items, which are secured in the front entry lockers along with vehicle keys.
No prescription drugs may be brought into the visitation area. Secure them in the front lobby lockers.
Rules During Your Visit
- Smoking is not permitted anywhere on the premises.
- Kissing and embracing are permitted only at the start and end of the visit. Any additional contact ends the visit.
- All visitors and inmates must keep their hands on the tables at all times.
- No sleeping or putting your head down on the table.
- Beverages must be consumed through a straw.
- Only one game is allowed at a time.
- All food items from the vending machines must be opened in front of the officer and served on a plate.
- Children must remain under supervision at all times. No climbing on chairs or running.
- Loud, obnoxious, or rude behavior is grounds for termination of the visit.
- All trash must be removed promptly.
Vending machines are available in the visiting room. Inmates cannot handle or possess money; visitors purchase from the machines on their behalf.
Photos During Visits
Photos are permitted in the designated photo area with the approved background. Photos must be taken side by side. No hand signs or gestures. Kissing is not permitted in photos.
Attorney and Legal Visits
Attorneys may visit Monday through Friday, 8:00 AM to 8:00 PM, during normal business hours. Special visits outside these hours can be arranged in advance through unit staff.
Parking
Visitor parking is in the marked visitor parking lot, to the left of the driveway upon arrival.
Before You Travel
Policies at NEOCC can change. Call (330) 746-3777 to confirm the current schedule before driving to Youngstown. If you are feeling ill, do not come to the facility. Arriving sick can result in denied entry and could affect the inmate’s visit privileges.
