Who Can Send Money

NEOCC follows Ohio Administrative Regulation 5120-5-02 on inmate funds. Only individuals who are approved or tentatively approved on the inmate’s visitor list may deposit. If you aren’t on the list yet, you can’t send money until the approval comes through.

Option 1: Online Deposit via ConnectNetwork (JPay)

This is the fastest method. Deposits typically post within a few hours.

  1. Go to connectnetwork.com and create an account or log in.
  2. Search for the inmate by name or ODRC number.
  3. Enter your ID information. The name you enter must match your name on the inmate’s visitor list exactly, including spelling.
  4. Choose a deposit amount. The limit is $200 per transaction.
  5. Pay with a debit or credit card. Fees apply and are shown before you confirm.

Do not use a name variation (nickname, shortened name) that differs from what appears on the visitor list. The system will reject it or hold the funds.

Option 2: Money Order by Mail

Mail takes significantly longer than an online deposit, but it’s an option if you don’t have a debit or credit card.

Every money order must include:

  • A JPay payment coupon (download and print from jpay.com before mailing)
  • A copy of your valid photo ID

If either the payment coupon or the ID copy is missing, JPay will return the money order to you. This adds weeks to the timeline. Get the payment coupon from jpay.com before you drop anything in the mail.

Make the money order payable to JPay. Do not send cash under any circumstances.

What the Money Covers
