Mailing Address

Use this exact format on every envelope:

[Inmate Full Legal Name]
[ODRC Offender Number]

Include both the full legal name and the ODRC number on every piece of mail. Using a nickname or omitting the ODRC number can delay or prevent delivery.

Mail Delivery Schedule

Mail is delivered Monday through Friday. NEOCC delivers within 48 hours of receiving it from the local post office. Mail received on weekends or holidays is held until the next business day and then counted from that point. Plan accordingly if timing matters.

Letters and Cards

Standard letters and cards are accepted. All non-privileged correspondence is opened and inspected before it reaches the inmate. Keep this in mind with what you write.

What cannot be in letters or cards:

• Items sold on commissary (envelopes, blank cards, writing paper, stamps, music cards, etc.)
• Anything glued, taped, stapled, or physically attached to a page
• Polaroid photos or any photo involving nudity

Photos

ODRC inmates at NEOCC can receive up to 5 regular photos per envelope. Key rules:

• Standard printed photos only. No Polaroids.
• No nudity in any photo.
• Photos must be loose in the envelope, not affixed to a page or card.

If you’re sending photos from a print service (Shutterfly, Walgreens, etc.), a standard 4x6 print mailed in a regular envelope works. Do not send photos in photo albums or frames.

Packages

ODRC inmates at NEOCC may receive up to 3 packages per year from approved vendors, with 1 of the 3 allowed to be a food box.

Packages must come from the approved vendor list under ODRC Administrative Regulation 5120-9-33. Packages sent from home are not accepted. If you try to ship something directly from your address, it will be refused.

There is no general package privilege outside of the 3-package annual allowance. The exception is a package of release clothing, which NEOCC accepts up to 30 days before the inmate’s release date.

Books and Magazines

Books and magazines must be shipped directly from a publisher or retailer. Examples of acceptable shippers include Amazon, Barnes & Noble, and other bookstore retailers. You can order and ship directly to NEOCC without opening the package yourself.

Books shipped from home are not accepted, even if they are new and unopened.

What Gets Rejected

Items that will be withheld or refused:

• Polaroid photos
• Photos containing nudity
• Items sold on commissary (paper, stamps, envelopes, blank cards, music cards, etc.)
• Anything physically attached to a page (glued, taped, stapled, affixed stickers)
• Packages from non-approved vendors
• Books or magazines shipped from home
• Mail with missing or incorrect ODRC numbers
• Contraband of any kind

Rejected mail is withheld from the inmate. You may not receive a notification unless the facility sends one. If a piece of mail doesn’t arrive, call (330) 746-3777 to ask.

Tips for Consistent Delivery

• Always include the full legal name and ODRC number on every envelope.
• Include a return address with your full name and address on every envelope.
• Do not modify cards or letters by adding stickers, glitter, or any items that can be peeled or removed.
• Mail letters early in the week to avoid weekend delays.
